Recommended Action Accept the lowest cost, responsive bid for 2020 for exterior painting services contract in an
amount not to exceed $40,000 in 2020. Staff also recommends that the Village Board
authorize a one (1) year contract extension (2021) if performance is satisfactory and the
contractor agrees to hold pricing.

In 2013, staff began a program to clean and paint all of the black light poles, light fixtures, pedestrian poles,
signposts and electrical cabinets in the downtown area. The finished surfaces on these assets are beginning to show
wear and paint degradation. Staff assessed the condition of 388 streetlights,, 206 pedestrian lights,, and 30 controller
cabinets.
2020 will mark the eighth year of the program. The scope of work this year will include painting of the double davit
street light poles on Northwest Highway and single davit street light poles on Northwest highway from Prospect Manor
to Emerson Street. This year's project also includes the painting of the pedestrian poles on Northwest Highway from
Central to Wille Street, the street light poles on Central Road from the train tracks to Emerson Street,, as well as two
(2) control cabinets. The proposed project area is depicted in the attached location map.
The work from 2013 through 2020 addressed 424 items or out 68% of the target assets. Staff estimates that this
program will continue for four (4) more years.
Bid Results
A notice to bidders was posted on the Village website utilizing Demandstar online bid service. Sealed bids were
received on April 13,, 2020.
Four (4) contractors submitted bids for this project. The bids ranged from a low of $28,,700.00 by Bill's Painting and
Tuckpointing to a high of $159,,860.00 submitted by Pro Nova Contracting. Staff estimate for this project was
$39,,000.00

All bidders submitted a bid bond in the amount of $500 as required in the bid proposal packet. All bids were check -
for their accuracy. All bidders correctly singed theirs bids and bid bonds. A copy of the bid specifications is attached.1

Bill's Painting and Tuck -pointing (BP&T) has performed work for the Village in the past. Their projects include street
light pole painting,, Emerson Street Parking Deck, and several fire hydrant painting projects. All work has been
performed satisfactorily. BP&T has completed streetlight painting projects • similar size and ••- for the • •
Elk Grove and the City of Elgin. Both communities report the work was satisfactorily completed and would rehire
BP&T. The firm's bid submittal is attached.
Based on staff review; BP&T of Mount Prospect, Illinois is a responsible bidder and meets all bid qualifications and
requirements.
Staff's estimate for the 2020 project is $39,000 and the bid from BP&T at $28,700 is below the estimate. Comparing
2020 prices against costs from the Village's last exterior painting project award in 2018 reveals an average decrease
of 18%. In a typical year we would expect in the range of a 5% increase over the previous year's bid. Post
opening discussions with BP&T indicate low prices are attributed to low material prices,, possibility of a one-year
extension, and scope • the project.
The 2020 budget allocation for this project is $40,,000. Staff recommends that the contract be awarded in an amount
up to the available budget to facilitate the painting of additional street light poles and to allow for contingencies in the
contract quantities. The bid is based on estimated quantities and does allow for an increase or decrease in the
estimated quantities.

Staff Recommendation
Staff recommends that the Village Board accept the lowest -cost,, responsive bid for 2020 Exterior Painting
Services submitted by Bill's Painting & Tuck -pointing of Mount Prospect, Illinois in an amount not to exceed $40.,000.
Sufficient funds for this procurement exist in the current 2020 budget. Staff also recommends that the Village Board
authorize a one (1) year contract extension (2021) if performance is satisfactory and the contractor agrees to hold
pricing.
