Lake Center Plaza: Continuation of public hearing on request for Comprehensive Plan change from General Commercial/Office to Industrial and Office Research including preliminary plat and various Development Code mod if ications Representing the petiotioner were Mr. Joseph Ash 0 of Ash, Anos, Freedman & Logan, Law Offices, 77 West Washington Street, Chicago, Illinois and Mr. Suheil Nammari, P.E., Con- sulting Engineer, 19289 Burnham Avenue, Lansing, Illinois. Mr. Ash briefly reviewed the subject property since its annexation into the Villae and reasons for the request for chan gge in use, Mr. Velasco asked 'if the change 'in use requested would result ion a higher density. The answer was that the F.A.R. provided for ion the original annexation agreement was 1.1 whereas the F.A.R. in the new plan was only .75. Mr. McGovern asked why Plat the preliminary plan, whicb was adjacent to Office Research designated" lots, was designated for 1-1 use. Several requests for variations to the Development Code were reviewed 'and the necessary action taken: 110 Terms of Section 16.403 of Article IV (a) Subsection A-22: Right-of-way widths for Area A on the Site Plan shall be dedicated and shall be 66 feet (in lieu of the required 80 feet) with pavement width from back of curb to back of curb of 35 feet (in lieu of required 38 feet)* Y (b) Subsection A -2o. Right-of-way widths for newly dedicated roads of 66 feet (in lieu of required 80 feet) with pavement width from back to back of curb of 35 feet (in lieu of required 38 feet). Mr. Velasco moved and Mr. McGovern seconded that these right-of-way variations be approved. All members voted aye and the Chairman declared the motion passed. (c) Subsection A8clo. Area A in the site plan to have one and 0 one-half inches of surface overlay (in 110eu of required structural number of 3.5). Petitioner withdrew this request, (d) All newly dedicated, roads, other than Area A on the site plan, shall have a structural number of 3.5 in place of 4, the 4.0 code requirement,, Mr. Velasco moved and Mr. Boege seconded that tbi*,s varl aton be approved. Mr. Vel a,sco's moon to approve the request was seconded by Mr. Boege. All members voted aye and the Chairman declared the motion passed. Chairman Weibel called for a vote on the Comprehensive Plan change to Industrial and Office Research and the preliminary plan of Lake Center Plaza. Mr. Velasco's motion to approve the Plan subject to approval of final conditions by staff, was seconded by Mr. McGovern, All members voted aye and the Chairman declared the motion passed. NEW BUSINESS 0 Tax Increment Financinng District a 010 1 - r . ma . n We i be 1, commentedr at the Mayor had asked that the Plan Commission review the proposed apartment complex project in the downtown redevelopment district and report its thoughts on the best use of the site to her. He then briefed the members on the subject site which is located on Northwest Highway. Mr. Sims showed some renderings of the project to the Commission. Discussion and comments on use of the site were made. Mr. Weibel will submit a report of the consensus of the Commission to the Mayor,, ADJOURNMENT Due to the late hour Chairman Weibel stated that the remaining 10 items on the agenda would be postponed to the next meeting and the meeting was adjourned at 11:25 p.m. obf
