1V PUBLIC HEARING - TAX INCREMENT FINANCING PROPOSAL
The Illinois State Statutes require that a municipality contem-
plating the initiation of a Tax Increment Financial Proposal
conduct a Public hearing so that as a matter of record, the
proposed plan is presented at a full public meeting, that the
opportunity be given publicly for property owners within the
Distr-ict to comment upon the plan and to allow taxing jurisdic-
tions within the Tax Increment Financing area to also publicly
comment. Written notices have been sent to all affected property
owners and taxing jurisdictions informing them of the date of the
Hearing and allowing them the opportunity to visit the Village
age
offices to review the proposed plan. Additional notice has been
given in writing to interested property owners in the vicinity of
the District. While the Village has been discussing this issue
for approximately nine months at various public meetings, the
Hearing will become the official record upon which the Village
should base its decision on whether or not to proceed.

Upon the conclusion of the Public Hearing, the Mayor and Board of
Trustees should determine whether or not to proceed any further
with the TIF Proposal. If the decision is made to proceed, then
the staff should be directed to prepare the necessary Ordinances
for a first reading on August 6, 1985 and the second reading on
August 20, 1985.
