HomeMy WebLinkAbout10/24/1985 SC Minutes94 �� Village of M'olunt Prospect Mount Prospect, Illinois INTEROFFICE MEMORANDUM MINUTES EXECUTIVE SAFETY COMMITTEE 4 December 3, 1985 The meeting was called to order at ll.*00 a.m. by Ron Pavlock, Vtp Police Chief . Roll Call: - Mike Janonis, Karen Guthrie Giet, Dave Jepson, Nancy Morgan, Larry Pairitz, Steve Park, Ron Pavlock, Herb Weeks The minutes of October 24, 1985 were accepted as submitted. LOSS PREVENTION POLICY & SAFETY PROGRAM Current policies and safety programs were reviewed. These subject -s were also discussed later in the meeting when the Safety Bonus Award System was reviewed MAJOR CLAIMS/LOSSES A general discussion was held on the past three months claims, Dave Jepson indicated that he would like to receive a little more information on some of the 'minor claims, He gave as an example a report indicating an employee slipped on grease on the floor. He sent the report back to the department requesting further information as to how the grease may have been put there, Workmen's Compensation claims were discussed. It was 'Indicated 10 that claims appearing to be fraudulent will be investigated and payments to doctors and hospitals will be withheld until a final analysis is completed. Those claims that have been investigated thoroughly and appear to be valid will be paid 'Immediately, TRAINING ACTIVITIES Ron Pavlock reported thirty-two police officers have been trained over the past month as to legislation and court decisions pertaining to the use of force, Several knowledgeable speakers were brought in to speak to members of the department to clarify a recent Supreme Court decision that set's new and more strict I gu 'delines as to when an officer can use his firearm and baton. December 3, 1985 Page -2- This training also covered certain safety practices as they pertain to driving, use of bulletproof vests, use of traffic safety vests, use of back-up units, etc, The Public Works Director, Herb Weeks, and Fire Chief, Larry Pairitz, both discussed their on-going programs for training in the areas of driving and field safety. Karen Giet suggested t h e possibi December 3, 1985 Page -3- throughout the State of Illinois, it became apparent to the Committee that our present system far exceeds the standards of any of the systems reviewed. The Committee listed the following reasons a monetary award system would have an adverse effect on our present program, 1. Rewards are already given in the form of cert if icates, letters of recogn 'it ion and employee evaluations, 2. Competition among' the departments would lead to negative feelings among employees. We need cooperation, # 3. There is no fair way to allocate funds to employees because of diverbe job environments C secretary, firefighter, police officer, public works employee), 4. Training and safety programs have worked in the past and should be enhanced, A Safety Bonus Award System would have a negative impact on an already positive program that has been on --going in the Village. The consensus of the Committee is that there is a need for greater financial assistance .in the area of safety awareness programs and training. Motion made by Larry Pairitz and seconded by Dave Jepson: Based an the lack of success of safety bonus programs around the country; the fact that there is no real method of measurement apparent in the reviewed programs; that the competition among departments may cause hard feelings and actually neigatively 'impact an already positive *t* ive safety conscious environment; it is the recommendation of the Executive Safety Committee that the safety bonus funds be utilized for safety and training programs designed to ' p o sl It'vely impact our safety records. To further enhance employee awareness of safety concerns, the funds should be made available through the risk management fund and allocated after training programs are proposed to the Executive Safety Committee and approved by the Village Manager's office, The motion passed unanimously, FIRE & SAFETY HAZARDS MONTHLY REPORT December 3, 1985 Page -4- 4 COMMENTS It was recommended that the Safety Bonus Award System recommendation be forwarded to the Village Manager's office immediately.
