VILLAGE'S BENEFIT COMPENSATION PROGRAM In July of this year, the Village adopted the necessary initial documents to implement a Flexible Benefit Program for our employees. At that time, employee contributions for their portion of the Health Insurance Plan was the only item included in that Plan. In an employee survey taken earlier in the year, the respondentstindicated their desire for greater medical benefits and expressed an interest in pursuing flexible benefit identification. Subsequently, with the help of A. S. Hansen, Inc., we were able to construct a Benefit Plan that satisfies IRS require- ments and yet permits employee discretion in choosing benefits that are applicable to his or her family situation. This Plan is commonly referred to as a Cafeteria of "" Benef its whereby an employee can increase s ome benefits through either increased payroll deductions or the reduction of other benefits. These Plans have been approved by the IRS and we recommend their consideration by the Mayor and Board of Trustees. A, Attached for your review is a memorandum from the Village Manager's office, an explanation of the mechanics of the system by Mr. Jepson and the Plan document itself as prepared by A. S. Hansen. A representative of Hansen's office as well' as -Mr. Jepson will be available at the meeting to review the Plan in detail. If The Village Board agrees with the recommendations, it will be necessary to take action at a subsequent Village Board meeting so that the Plan can be placed,into operation by February 1, 1986. V SAFETY BONUS SYSTEM As assigned by the Mayor and Board of Trustees, the Execu- tive Safety ConTnittee has been evaluating various formats to implement a Safety Bonus Awa.rd Program. Periodically, we have distributed to each of you copies of the Executive Safety ConTnittee reports and minutes. While the staff has diligently examined numerous opportuni- ties to implement such a Program, the concept of a Bonus System is not workable or measurable in t h e V i I I a,g e Manager's opinion. I recorrrnend that in lieu of a Bonus Program, the $6,000 appropriation presently in the budget be earmarked for a Safety and Health Awareness Program administered through the Village Manager's office and funded through the Risk Management account. Our current safety record for this s 'current budget year anticipates the savings of some $57,000 of initial budget projections. A Safety and Health Awareness Program would give us the opportunity of maintaining that level of achievement.
