SEWER EVALUATION PROGRAM UPDATE Last year, the Village initiated the final phases of the Sewer Evaluation Program pursuant to the directives of the Metropolitan Sanitary District and the Environmental Protection Agencies. We employed Donohue and Associates as a consulting engineering firm to conduct f field inspections among single-family homes in order to isolate extraneous f lows of clean water into the sanitary sewer system. These extraneous flows exceed the design standards of the sanitary sewer system and, thus, cause sanitary sewer back-up into residential dwelling units and add to the cost of treating sewage. In the f i r s t instance, this causes an expense and health burden upon our residents and in the second instance, it causes an undue burden upon the taxpayer at large. Donohue and 'Associates has completed approximately 'two- thirds of the inspection program and the Village staff is now ready to respond to the findings of that investigation. The remainder of the inspections will be completed during the spring and summer of 1986. Of the 3,479 homes inspected, there were 492 clear water sump pumps discovered to be connected to the sanitary sewer system. Additionally, there were 131 improper downspout connections to the sanitary sewer system. The correction rate, therefore, is less than 18% and substantially below our earlier estimates. There were only 30 refusals throughou't this phase of the inspection program and that represents less than 1% of all of the households. We are quite pleased with the coopera- t ion of the conTnunity and I would conclude that our efforts at advance communications and training have paid off. Representatives of Donohue and Associates will be available at the meeting together with the Public Works staff to explain the procedure more thoroughly and to give examples of the kinds of corrections that need to be made. Based upon the rev i ew o f- t h i s p rog ram by the Mayor and Board of Trustees, the staff has now prepared the second phase of the progr*arn to contact those 623 households to encourage voluntary compliance. The second part of the Committee of the Whole review should , include the sample Resolution submitted jointly by the MSD and the tributary communities adopting an Agreement outlined through the leadership of the Northwest Municipal Conference. While the Village of Mount Prospect is well ahead of the compliance schedules contained in the Agreement, it does permit us greater latitude and expanded time frames within which to gain compliance. The field of personnel management has changed enough in the past several years that we should seriously consider that these matters be handled by a professional personnel manager. V11. LJ9UOR ESTABLISHMENT HOURS OF OPERATION Consistent with our policies to enforce DUI Provisions of the State Statutes and to hold our existing liquor establishments accountable for their responsibility to the public at large, the Committee of the Whole should entertain the consideration to reduce the hours of operation of liquor establishments by one hour each morning. Presently, we permit liquor establishments to remain open until 2:00 a.m. Monday through Saturday morning and 3:00 a.m. on Sunday morning. Based upon court cases in the Circuit Court of Cook County, our Prosecutor Buzz Hill informs the Village Manager that we have the authority clearly to reduce the hours of operation and is preparing an Ordinance for our review to provide hours of operation up until 1:00 a.m., Monday through Saturday morning and 2:00 a.m. on Sunday morning.
