IV. BUSINESS LICENSE REVISIONS
The Ordinance governing business licenses has not been changed in substance
since 1976. The current license Ordinance creates a number of categories and
fees that are difficult to administer and difficult for our business leaders to
understand. The administration is recommending an Ordinance and fee re-
structuring.
Since 1976, our various inspection costs have increased some 80% while the fees
have remained the same. In reviewing fees and Ordinance structure from
nearby communities, we find our Ordinance significantly more complicated and
the fees significantly lower than other communities.
We are recommending a consolidation of fee and size categories, special fees
for the usage and storage of hazardous materials, the licensing of all con-
tractors who work within the Village, escalating fees for late payment and the
registration of professional offices for inspectional purposes.
Attached are memos from the Finance Director, our research by our intern, a
fee comparison of other communities and the recommended Ordinance changes.
Staff will be in attendance to answer your detailed questions.
V. APPEARANCE REGULATIONS
Consistent with our efforts to upgrade development within our community, we
have sought a strengthening of our Development Code, Sign Ordinance, Sub-
division Regulations and our internal procedures and plan review. A number of
communities in northeastern Illinois has adopted Appearance Code Regulations so
that developments retain a consistancy of architecture, layout and signage in an
effort to avoid the typical "strip" development that one often sees on isolated
parcels or parcels developed in differing time frames. Previously, the Board
expressed a desire to review such regulations and subsequently the staff has
initiated further research into the area of such regulations. While it is an
admittedly difficult area to administer, we believe it is worth pursuing in our
Village and base our expectations upon the successful achievement in some other
communities.
Attached is a memo from Ken Fritz reviewing the aspect of such Ordinances
from other communities. The Committee of the Whole may want to discuss the
merits of such regulations and direct the Village Manager's office to prepare
such regulations with the assistance of the Village Attorney.
