Plan Commission was called to order by Chairman Donald Weibel at 7:30 P.M. at the Village Hall, 100 ,South Emerson, Mound. Milo ,Sims, Staff Planner APPROVAL OF MI ES Louis Vela.sco's motion to approve the minutes of the regular meeting of was seconded by Tom McGovern, All members voted Ayes and Chairman Weibel declared the minutes approved. SUBDIVISIONS WELLER LANE RESUBDIVISION Petitioner, represented by attorney Susan Moore, requested move-- ment of lot line to accommodate a :larger residence on Lot #1. The Village Engineer reviewed the revised plat and found it met all requirements and was acceptable, with the note that if any portion of a_ structure is built over the MSD easement, plans for , such a structure must be submitted to the MSD for their prior review. Ms. Moore stated that the petitioner chid not plan to build over the MSD, and further stated that no variances will be required. Mr. Kloster moved that the Commission approve the resubdivision and authorize the Chairman and Secretary to sign the Plat. of Resubdivision. Mr. Hoege seconded. 8 members voted Aye and o voted Naar. The Chairman declared the motion carried 3 to U. EVERGREEN WOOD The petitioner, represented by Mire Royster (President of Royster Properties) requested consolidation of Lots 10 and 11 into a single lot of record. This will be a PUD consisting of 53 town -homes on 5.987 acres. COMPREHENSIVE PLAN - Mr. McGovern stated that the Committee had progressed quite far on revisions to the Plan. Major input was m required from the Business District. Development and Redevelopment Commission, and accordingly that group had been invited to tonight's meeting. DEVELOPMENT CODE ~ no report. TEXT AMENDMENT -- no report OLD BUSINESS Plan Commission Chairman Weibel temporarily yielded the hair and the meeting over to the B.D.D.R.C. Members present were: Bal Predovich, President, Joe Janish and Ea.rl. Johnston, The Comprehensive Plan Committee was seeking input from B. D. D. R. C.4 .:.and minutes of that group were given to Mr. Predovich, but he stated that he had not had the opportunity to pre -view them. Mr. Predovich did iterate some recommendations for the Plan: .Facade Program Tax increment Financing District The Central Plaza Prioritization of Areas to be Redeveloped Moving of Public Works and the Water Tower Retention of Maple street Crossing It was stated that the B.D.D. R.C. Plan is a inherent portion of the Comprehensive Plan. Mr. Velasco, said that. the 1976 vers ion of the B.D. D.R.C. Plan needs to be updated and its present condition is an impedient to completion of the Comprehensive Plan. Mr. Fritz commented that he chid not believe lack of a, revised B,,. D,, R,, C,,. .pla.n precluded completion of the Comprehensive Plan, although he conceded a revision is warranted, Hal Predovich noted that. if B. D. D. R. C . was aware of the Comprehensive Plan rewrite that he would have commended a similar program for B. D . D . R, C . Be stated that it would take a few months to do a quality job and that he will come ;back to the Plan Commission with a target date when his revision would be completed. The Plan Commission will provide copies of the rewritten Comprehensive Plan to B. D. D. R. C . before it is formally released. Cha.i rma n Weibel promised that the Plan Commission will defer release of the draft of the revised Comprehensive Plan until B . D . D . R. C . ' s Paan is finished be ..a.u,se of its importance to the Comprehensive Plan. Page 4 Plan Commission milAates October 1, 1986 Mr. Fritz offered to furnish copies of the old BlI.D.D.R,.C. Plan to Plan Commission members who lack one. A Chairman Weibel thanked the B.D.D.R.,C, members for coming, on such short notice, and expressed the hope that the entire program could be completed within the next six months,, 11 NEW BUSINESS 1987 will be the Bi -Centennial anniversary of the United States Constitution* Mayor Krause had inquired if the Plan Commission would be interested in participating in this program. While there was general enthusiasm for such cooperation, most members were uncertain as to the degree of involvement which would be specifically required. Chairman Weibel will relay the results of this discussion to the Mayor, noting the Commission's interest and also requesting amplification of the requirements for participation. Mr* Frank Boege expressed great interest in this project and volunteered to act as liaison for this project as well as to personally be a major participant in this activity,. QUESTION AND COMMENTS There were no questions or comments from the floor. ADJOURNMENT There being no further business, the Chairman declared the meeting adjourned at 8:58 P.M.
