Northwest Highway Mount Prospect, Illinois 5005E BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES December 2, 2019 Public Safety Building Fire Department Conference Room Chairperson Powers called the meeting to order at 5:48 p.m. Roll Call: James Powers, Chairperson Mark Busse, Commissioner Rockne Bork, Commissioner Jeanna Claussen, Commissioner William Knee, Commissioner CITIZENS TO BE HEARD No one in attendance. Phone 847/870-5655 APPROVAL OF MINUTES Chairperson Powers asked for a motion to approve the Open Session minutes of October 7, 2019. A motion was made by Commissioner Busse and seconded by Commissioner Bork. Roll Call: Ayes: Bork, Busse, Claussen, Knee Nays: None Abstain: Powers Motion Carried FIRE DEPARTMENT UPDATE Fire Chief Lambel reported Mitch Winkelman and Bryan Blowers will graduation from the NIPSTA Fire Academy on December 13, 2019, and if anyone would like to attend, please send him an email. The Fire Department will be testing in 2020 so in late spring they will be looking to change the interview questions. Chief Lambel informed the Board the new building is coming along and they should be moving into the new headquarters in late March or early April. There was a brief discussion regarding the new cannabis law in 2020. POLICE DEPARTMENT UPDATE Chief Koziol also discussed the new law on cannabis and the language in the Board of Fire and Police Rules and Regulations regarding hiring of candidates. With one person left on the Sergeants List, Chief Koziol would like to have a Sergeants test in spring of 2020. DISCUSS LANGUAGE CHANGE TO BOARD OF FIRE AND POLICE COMMISSIONERS RULES AND REGULATIONS Chief Koziol discussed language changes to the Rules and Regulations of the Board of Fire and Police Commissioners. Chief Koziol recommended eliminating #4 under Disqualifiers for both Fire and Police, and a change to the Police Officer probationary language. Chairperson Powers asked for a motion to eliminate #4 under disqualifiers for both Police and Fire, to change the probation language for police from two years from their graduation to two years from the date of the appointees hire, with the option to extend probation if needed, and a grammatical change on page 6. A motion was made by Commissioner Bork and seconded by Commissioner Claussen. Roll Call: Ayes: Bork, Busse, Claussen, Knee, Powers Nays: None Abstain: Motion Carried BOFPC Minutes 12/02/2019 Page 1 CLOSED SESSION Chairperson Powers asked for a motion to go into closed session: 1. Personnel 5 ILCS 120/2 (c) (1) -The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity. 2. To Approve the Closed Session Minutes of October 7, 2019. A motion was made by Commissioner Bork and seconded by Commissioner Busse to go into Closed Session at 6:18 P.M. Roll Call: Ayes: Bork, Busse, Claussen, Knee, Powers Nays: None Abstain: None Motion Carried The Board returned to Open Session at 6:19 p.m. Roll Call: Chairperson Powers, Commissioner Bork, Commissioner Knee, Commissioner Claussen, and Commissioner Busse Chairperson Powers provided a brief update on the training he attended on the Open Meetings Act.
