Present at the meeting were: Mayor Farley; Trustees Arthur, Busse, Corcoran, Floros, Van Geem and Wattenberg. Also present were: Village Manager Dixon, Assistant Village Manager John Burg, Police Chief Pavlock; Fire Chief Cavello; Finance Director Jepson; Deputy Police Chief Richardson; Police Commander Kolanowski; Business Development and Redevelopment Commission members Wilks and Hoefert and two members of the press. II. DISCUSSION OF PEAKED ROOF VS. FLAT ROOF FOR PUBLIC SAFETY BUILDING Village Manager Dixon said the estimate for the sloped roof was $126,000 more than the flat roof. However, the Village could bid the project with an option for a sloped roof. A contractor may bid the option at a much lower cost to get the job. A cost/benefit analysis was requested to determine whether the added expense up front is justified. The consensus was to leave the sloped roof as a possible, subject to bid. III. COST AND FINANCE DISCUSSION The final cost estimate by Donohue and Associates was $6,992,800. The contingency is 7.5% of the construction cost. Finance Director Jepson said the contingency is the worst case scenario. If conditions are favorable, we could easily spend less. The Committee discussed possibly lowering the contingency, but the consensus was to go with the consultant's recommendation due to the complexity of the project. There: was discussion about the furniture line item. Mr. Jepson said we will make separate bids on the various items of furniture, which of course will be subject to Board approval. The Committee asked for a breakdown of the equipment and furniture costs. Mayor Farley asked about change orders. Village Manager Dixon said with the Public Works Building, staff had authority to spend up to $100000 with approval by the Board later to keep the project going. Public Safety Building August 2, 1990 Page 2 of 2 Fire Chief Cavello noted his Department is making calculations to determine whether the fire pump is necessary. Trustee Floros asked if funds are available in the Capital Equipment Fund. Mr. Jepson said these funds were used for the Public Works Building, however, we can use $2.5 million of the Income Tax Surcharge. Mr. Jepson then discussed the financing methods outlined in his report. Be noted that in 1993 and 1994, previous bond issues will be paid off. This will help to limit the effect of the Public Safety Building bond issue. In fact, the cost per $25, 000 EAV would actually decrease in years 6 and beyond, assuming there were no additional bond issues. Trustee Van Geem wanted to know the actual cost to the homeowner. Mr. Jepson said $9.61 per year per $25,000 EAV for the $4 million bond issue over 17 years. Trustee Van Geem felt this number should be presented to the public without taking credit for the bond issues dropping off in 1993 and 1994. Trustee Corcoran agreed with trying to level off the impact of capital expenditures over the years. Mr. Jepson said he was trying to respond to citizens who say they want a stable tax rate. After discussion, the Committee came to a consensus to float a bond issue of $4 million for 17 years if the referendum is successful. IV. REFERENDUM ORDINANCE The Committee discussed the referendum Ordinance. The consensus was to insert the cost of Public Safety Building, $6,992,000, in the Ordinance. V.
