MOUNT PROSPECT LIBRARY BOARD
JOINT MEETING
SATURDAY, APRIL 14, 1990
MINUTES
The meeting was called- to order at 9:05 a.m., on Saturday, April 14, in the Trustees'
Room of Village Hall by Mayor Gerald Farley. Those in attendance were: Mayor
Gerald Farley; Village Trustees Ralph Arthur and Theodore Wattenberg; representatives
from the Library Board of Trustees Bill Blaine, Laura Luteri, Jewell Kern:, Jaynes Pelson,
Cheryl Quinn, Tony Tolbert; Village Manager Jahn. Dixon and Executive Director of the
Library Patricia Kelly. Also represented were two members of the print media.
The Mayor indicated the reason for the meeting came about because of requests by Bill
Blaine to discuss how both Boards can work together in the future. Specifically, there
was discussion concerning the Library Tait Levy, Mr. Blaine indicated that for the last
three years, the Library Tax has been shown separately on the tax bills. Two options
that the Library Board could explore are a separate Library Taxing District or a Village
Library as it is presently structured. The advantage for the present structure is that the
Library gains the financial advantage on the Electrical Franchise Agreement which is
equivalent to $.02 on the Tax Leery. The proposat, as explained by Mr. Blaine, was to
operate with separate autonomy as a District Library would but to be able to utilize the
Village's home rule authority particularly for Bond Issues. It should be clear that any
and all questions or concerns about the Library should go directly to the Library Trustees
not to the Village Board.
One of the differences that was raised by Mr. Blaine was that Library Trustees have a
term that runs six years and the Village's Trustees terms run for four years. The Library
Board proposed that they would consider a change to four-year terms that would be
similar with the Village.
Mr. Blaine then handed out a Resolution which is attached #1989µ02 which was proposed
by the Library Board to separate the powers similar to the arrangement in Arlington
Heights between the Village and the Library, Mayor Farley indicated that he wished to
wait until we know what is going to be happening in Springfield so that we would know
what considerations there may be concerning taxes.

A JOINT RESOLUTION ESTABLISHING A WORKING RELATIONSHIP BETWEEN
THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT AND THE PRESIDENT AND BOARD OF TRUSTEES OF THE iNgOUNT
PROSPECT PUBLIC LIBRARY.
WHEREAS, the President and Board of Trustees of the Village of Mount Prospect
(hereinafter referred to as "Village Board") and the Board of Trustees of the Mount
Prospect Public Library (hereinafter referred to as "Library Board".) recognize that they
have a mutual interest in providing necessary public services in meeting the needs of the
citizens of Mount Prospect; and
WHEREAS, both the Village Board and the Library Board are elected by the electors of
Mount Prospect and are answerable to them for implementation of their assigned respon-
sibilities; and
WHEREAS, by statute the Library Board is charged with the authority and respon-
sibility of operating the Mount Prospect Public Library; and
WHEREAS, by statute the Village Board is charged with the authority and responsibility
of providing all other governmental services to the citizens of Mount Prospect; and
WHEREAS, each Board is desirous of being accountable to the citizens of Mount
Prospect concerning their respective authorities; and
WHEREAS, in order to inform the citizens of Mount Prospect of the amount of tax
revenues allocated to operating the Mount Prospect Public Library and to providing all
other governmental services, each tax levy appears as a separate line item on the annual
property tax bill for review by the voter; and
WHEREAS, the Village Board and the Library Board mutually recognize this separation
of authority and responsibility,
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
MOUNT PROSPECT PUBLIC LIBRARY, COOK COUNTY, ILLINOIS;
SECTION ONE: That, the Library Board will by Resolution convert the terms of office
of Library Trustee from a six year to a four year term so that both the Village Board and
the Library Board terms of office are concurrent;
SECTION TWO: - That, recognizing the responsibility of the Library Board to the resi-
dents and answerable to them, the Village Board will accept and approve budget requests
from the Library Board as presented for inclusion in the annual Village Tax Levy for
submission to the County Clerk;
SECTION THREE: That, if and when a major expansion of the Library is required, the
Library Board will submit the question to the voters in a referendum;
