SUBJECT: Finance Committee Meeting - April 22, 1980
DATE: May 2, 1980
The meeting was called to order at 8:00 P.M. Present were Chairman Miller,
Trustees E. F. Richardson and T. J. Wattenberg; Assistant Village Manager
Edward Geick, Director of Management Services Martha H. Peppler, Ernest
Blanquist, Attorney and Robert Phelps, owner, of Arlington Club Beverage
Company.
Chairman Miller asked the petitioners for Arlington Club Beverage Company
to present their request. Mr. Blomq!ist gave a brief history of the opera-
tion of Arlington Beverage. When the original license was granted it was
for a special P classification which allowed unrefrigerated beer and wine
only. Mr. Phelps, the owner, indicated that his clientele is mostly indi-
viduals looking for large quantities of beer or pop for picnics, parties,
or church functions. He has numerous requests for iced beer or pop and
for keg beer. The hours for Arlington Beverage are Tuesday - Saturday
9-6, Sunday - Beer 12-3, Friday or summer open till 8:00. Mr. Phelps
noted that this doesn't show him to necessarily be creating an additional
source of liquor for young people. The committee expressed no objections
to this change. Mr. Miller requested that the committee report out at
the May 6, 1980 meeting its recommendation to amend the liquor ordinance
P classification to allow refrigerated beer and wine.
Chairman Miller requested a discussion of the funding of Clearbrook Center
if the township ceases its support. Trustee Wattenberg agreed to hear
the matter in his committee.
Chairman Miller opened a discussion of Village employee fringe benefits.
Mrs, Peppler corrected the memo that was distributed with the Committee
Agenda to read, Police EMT pay $150.00. Mr. Geick noted that most increases
in benefits have come through negotiations with the various unions over the
past years.
The following topics were discussed:
how vacation shifts and Kelly days work in the Fire Department
holiday rate differential between the Police Department and
the other departments

- incentive pay programs
sick leave reimbursements; it was suggested that an effort be
made to reduce or eliminate this benefit overtime; it was
noted that this would be difficult to negotiate
medical benefit payment by employees of seven dollars for
dependent coverage; it was noted that this dollar figure was
specified by contract
The discussion concluded that the best time to make any changes to these
benefits is at negotiations of the labor contracts next spring. Chairman
Miller asked that this report be brought up to the committee in October
to discuss plans for those negotiations.
The discussion of the budget process was postponed until the next meeting.
The meeting was adjourned at 9:10.
