Change Present Elected Library Board System: The Committee received a written presentation from, Village Manager Eppley relative to if and how the Mount Prospect Public Library could be operated without benefit of an elected Library Board of Directors. Village Attorney John Zimmermann, in a written report, said the Village, under Home Rule power, had the authority to place the question before the voters via a referendum and to operate a Library under the overall supervision of the Village Manager. The Village Manager pointed out that cities throughout the State of Illinois operate their libraries as a department of the municipal government. He was Manager of two municipalities that operated in that manner. He foresaw no problems in such an operation in Mount Prospect. Although the members of the Library Board had been invited to attend the Finance Committee, meeting, none was present. A former Library Board member, the Library Board's Attorney, and a rep- resentative of the Northwest Suburban Library Council were present to voice objection to the proposed dissolution of the elected Library Board. After considerable discussion, the Chairman of the Finance Committee said he would delay the calling of a vote until the next meeting of the Committee. Because of the holidays, the Finance Committee will next meet on Thursday,,January 26, 1978. Waterworks Bond Reserve Fund: Jack Ronchetto, Chairman of the Finance Commission, gave an oral report on the recommendations of the Commission relative to replenishing the Bond Reserve Fund. The Commission had met earlier in the evening; consequently, a written report was not yet avail- able. Such a report will be submitted in advance of the Village Board meeting of December 6,. The Finance Commission, on the recommendation of Finance Director Richard Jesse, proposed that $180,000 be transferred from the corporate purposes 1973 Flood Control Bond Fund into the Water- works Bond Reserve Fund. This is the amount that was spent toward the purchase of,the Sunrise Park property, and was intended originally to house a water reservoir.
