Taxicab Fare Increase:
Robert Birks, President of Birks Transportation & Freight Company,
appeared before the Committee to request an increase in taxicab
fares. The local cab company, which operates in Mount Prospect,
Arlington Heights, Elk Grove and Wheeling, presently has a rate
C)C',4 plus 70� per mile. That rate has been in effect since
1974. Since that time, cost of fuel and other operating expenses
have risen sharply and precipitated the request for the rate increase.
Birks requested an increase to 70� plus 10e per each 1/8 of a mile,
or 80r, per mile, and $8 per hour for waiting time. Fares for
senior citizens ($1.45 to any point in the Village) will remain
the same.
The Committee voted 3-0 to approve the rate increase and recommends
approval by the full Board.
Requested Chane in 4 o'clock Closing for Liquor License Holders:
William A. Alter, President of Unity Ventures and developer of the
property that includes the National Savings & Loan, appeared before
the Committee to request a change in the liquor license code
regulating the closing hours for establishments serving liquor.
Presently a 4 A.M. closing is permitted to establishments that
provide live music. Alter requested the change for Don's Fish
Market, a gourmet seafood restaurant to be built on something of
an island just north of the S&L building and west of a 7 story
office building, soon to be constructed. As part of the plan, the
owners of the proposed restaurant want to operate a discotheque
in a section of the building after 9 P.M. The building will be
8-9,000 sq. ft. in size. The restaurant will have seating for
300 patrons. The building represents a 1.4 million dollar invest-
ment, the Committee was told. The Committee was concerned that
relaxation of the code might permit any establishment with a juke
box to remain open until 4 A.M.
The Committee, therefore, requested that the Village Attorney prepare,
an ordinance that would allow the kind of "controlled music"planned
for this new establishment without at the same time permitting
universal 4 A.M. closings for liquor -serving establishments
throughout the Village.

Clearbrook Center "Aftercare" Program:

The Committee reviewed a letter received by Mayor Krause request-
ing a donation of $1,000 for a new "Aftercare" Program for the
handicapped to be initiated at Clearbrook Center in Rolling
Meadows. Mount Prospect is within the Center's service area.
While recognizing the need for a service of this kind for the
handicapped, the Committee felt that it would be unwise for
the Village Board to set a precedent in providing monies for
various not-for-profit organizations in the northwest area.
The Committee agreed unanimously to decline the request to
support this program.
