Emerson N/Iount Prospect, Illinois 60056 COMMITTEE REPORT' Phone 312/392 TO: Mayor & Board of Trustees FROM: Trustee Leo Floros, Chairman, Finance Committee SUBJECT: Finance Committee Meeting 8-25-77 DATE: August 29, 1977 Present: Chairman Floros; Trustees Richardson & Murauskis Also present: Finance Director Richard Jesse and Assistant Village Manager Ed Geick® Downtown Beautification: Ray Friend, member of the Business District Development & Redevelop- ment Commission, appeared before the Committee to ask for support of the Commission's plans to initiate beautification efforts in the downtown area® The Commission hopes to launch a modest plan for beautification on the northside of the railroad tracks from about Central Road east to Elm Street. At this point in time, the Com- mission has no specific requests for funds; however, it wanted the Finance Committee to know that requests for funds would be forthcoming later. The three members of the Finance Committee indicated support of the Commission on plans to begin downtown beautification, and asks that the administration, through Mr® Geick, maintain close liaison with the Commission in its beautification plans® 4 A.M. Liquor License: The Committee reviewed a proposed ordinance drafted by Village Attorney John Zimmermann, an ordinance amending Chapter 13 of the Municipal Code® The proposed change would amend the Class L liquor license regulations to permit establishments offering live music or disco- theque as entertainment to remain open until 4 A.M. The change was requested on behalf of Don®s Fish Market, a gourmet seafood restaurant which is to be built just east of Route 83 and north of the National Savings & Loan Association building. The restaurant plans to operate as a discotheque after 9 P.M. each evening. The Committee voted 3-0 to adopt the proposed amendment, a copy of which is attached to this report® 1-977 Tax Levv: The Finance Director presented 4 different tax levy proposals for the Committee's consideration® Each exhibit showed the current levy as estimated by the Committee and the proposed levy by dollaramountand estimated rate® Copies of the Finance Director's memo and exhibits were sent to each Board member.
