COMMITTEE REPORT

Present: Chairman Floros; Trustees Murauskis & Richardson.
Also Present: Acting Village Manager Geick; Finance Director
Jesse; Deputy Finance Director Tanker.
1978 Tax Levy:
The Committee reviewed a memorandum from Finance Director Richard
Jesse regarding the 1978 Tax Levy. Administration, through Mr.
Jesse, recommended a rate of $1.61 per $100 equalized assessed
valuation to generate $4,403,665 in revenue. The Committee pared
the levy to $4,348,665 and the rate to $1.590. This compares with
a 1977 rate of $1.699 or a 6.4% reduction in the tax levy for 1978,
The Committee voted 3-0 to approve the Tax Levy as per the
attached schedule prepared by Mr. Jesse, and recommends Board
approval of the appropriate ordinance establishing the levy.
Liquor License Mr. Peter'S Bl.ruq'uets, Mt. Prospect Plaza:
Mr. Peter Besbeas appeared before the Committee to request a change
in the classification of the license previously approved for
Scanda House. Mr. Besbeas has purchased Scanda House Restaurant
and is in the process of converting it into a banquet hall. His
request is for a Class E license - for catering only. Mr. Besbeas
is investing about $400,000 in remodeling the restaurant and
expects to be open for business in September. His banquet hall will
accommodate up to 600 persons. Mr. Besbeas has a background of 28
years in the restaurant and banquet business. The Committee voted
3-0 for the creation of a Class E license to be issued to Mr.
Besbeas of Prospect Heights Inn d/b/a Mr. Peter's.
Issuance of Liquor Licenses:
Relating to the issuance of liquor licenses, the Committee also
voted 3-0 to establish a procedure whereby in cases of ownership
changes, the liquor license is automatically cancelled, and the new
owner must re -apply. We have had cases in the past where a new owner
was granted a license without appearing before the Board or the
Finance Committee.
Finance Committee Recommendations:
The Committee reviewed three recommendations made by the Finance
Commission and presented in a memorandum dated July 26, 1978.
