Emerson Mount Prospect, Illinois 60056 COMMITTEE REPORT TO: Mayor & Board of Trustees FROM: Trustee Leo Floros, Chairman, Finance Committee SUBJECT: Finance Committee Meeting 4-27-79 DATE: May 10, 1979 Present: Chairman Floros; Trustees Murauskis & Richardson Also Present:Village Manager Burghard, Finance Director Jesse, and Deputy Director Tanker. Selection of Auditors: The Committee heard presentations from representatives of Peat, Marwick, Mitchell & Company, and Lester Witte & Company and voted 3-0 to recommend that Lester Witte & Company be selected as auditors for the Village for the fiscal year ending April 30, 1978 for a total cost not to exceed $14,000. (The Village Board approved the selection of Lester Witte & Company at its May 1 meeting.) Liquor License Requests: Heinz Cafe, 15 W. Prospect Avenue: The new owners of the cafe (Mario Figliola and Mari o Campanaro) and their attorney (Vincent Sansonetti) appeared before the Committee to request issuance of a Class R license. Class R license permits serving of alcoholic beverages only in conjunction with food service. Heinz Cafe, under previous'ownership, had a Class W (beer and wine) license. Recently passed Village ordinance requires new owners of a business to make formal application for a liquor license. The Committee voted 3-0 to approve granting of a Class R license to the new owners of Heinz Care. Old Orchard County Club - L. Sabo,mmm— Man ,ager: Mr. Sabo requested a Class L license to that permits establishments with entertainment to serve liquor until 4 a.m. closing. Old Orchard currently has entertainment 5 nights a week (Wednesday thru Sunday) and desires an extension of its license to permit serving until the closing hour. The Committee voted 2 (Floros and Murauskis) to 1 (Richardson) to deny the request on the basis that other restaurants and/or bars in the Village might follow suit to what the majority felt was the detriment of the community. Oly�m us Gyros, 412 West Northwest Highway: Owner John G. Kotsiopoulos and his attorney John Haas appeared before the Committee to request issuance of a Class W license to permit serving of beer and wine for consumption on premises only with the serving of food. The restau- rant has been in business since September, 1978 and, while business has been reasonably good, owner believes he could expand his sales substantially if he could serve beer and wine with food. The Committee voted 3-0 to approve creation of a Class W license to be issued to Olympus Gyros Restaurant. Finance Committee Meeting 4-27-79 Page 2. Restaurant _- 208 E. Rand Road: This location formerly housed the 3 Doves Restaurant and more recently, Cowboys & Indians Restaurant. The latter closed suddenly two months ago and owners Ted Dimiropoloulos and Bill Pissiosi, who operated the 3 Doves Restaurant, are interested in resuming a restaurant operation at,this location. Owners requested a Class R license, which the Committee voted 3-0 to approve. Commercial Revenue Bonds: Ellen L. Barnes, President of Nathan, Barnes & Associates, appeared to request that the Village of Mount Prospect consider the use of Commercial Development Revenue Bond financing to support the construction of a K Mart store at the Mt. Prospect Plaza. Ms. Barnes represents the developer (E. N. Maisel & Associates). Cost of con- struction for the proposed K Mart store is expected to be 2 million dollars. Attached to this report is a copy of a memo from Ms. Barnes to the Finance Committee outlining her proposal. The Committee took no action and indicated that discussion with the petitioner would be held at the next meeting of:the'rinance Committee. Further input from administration was requested.
