Emerson Mount Prospect, Illinois 60056 COMMITTEE REPORT TO: Mayor & Board of Trustees FROM: Trustee Leo Floros, Chairman, Finance Committee SUBJECT: Finance Committee Meeting 2-28-79 DATE: March 1, 1979 Present: Chairman L. Floros; Trustees N. Murauskis, E.F. Richardson Village Manager T. Burghard, Finance Director R. Jesse & Deputy Finance Director B. Tanker Liquor License Request - Chiu & Co., Rte 83 & arlip McDonald Road Mr. Jiro Yamaguchi, attorney for Chiu & Co., appeared before the Com- mittee to request a Class B license for a new Cantonese restaurant planned for the Colony Shopping Center at Rte. 83 & Camp McDonald Road. A Class B license permits serving of liquor in conjunction with or without food. However, the Committee was told, liquor will be served only during those hours when food is being served. The planned restau- rant will seat about 250 patrons and is scheduled to open sometime in April, 1979. It should be pointed out that the Village Board has already issued a Class W license (beer and wine only) for another establishment in the same shopping center. The Committee voted 3-0 to approve creation of a Class B license to be issued to Chiu & Co. Liquor License Request - SaAura Restaurant, 105 S. Main Street Attorney Bernie Lee and three principals of N.H.K. Enterprises appeared to requ9ipt issuance of a Class R license (dispensing of liquor only in conjun a ion with food service) for a new Japanese style restaurant planne for 105 S. Main Street. Extensive remodeling is being done to the property which has housed two other oriental restaurants in recent months. The owners of the Saqura Restaurant hope to be in operation yet this month if they are successful in obtaining a liquor license. The Committee voted 3-0 to approve creation of a Class R license for issuance to the owners of the Saqura Restaurant. Change in Auditors The Village Manager reviewed the suggestion he made in his report to the Board dated February 15 in which he suggested the possibility of changing auditing firms at this time. Touche, Ross & Co. has represented the Village of Mount Prospect since 1967. The Village Manager, supported by the Finance Director, expressed some dissatisfaction with the tardiness of the auditors report and the letter of comment and recommendations this past year. With the change in budget presentation, it was also felt that perhaps the time was right to consider a change in auditing firms. The Committee voted 3-0 to authorize the Village Manager to begin the search for a new auditing firm to handle the Village's audit for the fiscal year ending April 30, 1979. Finance Committee Meeting 2-28-79 Salaries for Elected Officials Page 2. With the irresponsible actions of the Cook County Board and Illinois State Legislators relative to their own salaries still fresh in everyone's mind, the Committee voted 3-0 to establish an ordinance that would permit the changing of salaries for the Mayor and Village Trustees only during the period of between 120 and 150 days prior to the date of a general election. The Committee suggests the Village Attorney use the Arlington Heights ordinance on this subject as a guide in drafting the appropriate ordinance for Mount Prospect. The Chairman requests that the ordinance cover compensation or fringe benefits of any kind. J Leo Floros Chairman LF.msw
