MINUTES
COFFEE WITH COUNCIL
Saturday, November 9, 1991
Trustees Room, Village Hall
10:00 A.M.
Mayor Farley convened the monthly Coffee with the Council to order at 10:00 a.m.
Present were Trustees Clowes, Corcoran, Wilks and Mayor Farley. Also present was
David M. Clements, Director of Planning and Zoning.
Ramesh Gandhi, 342 South Maple, and Matt Watson, 344 South Maple spoke con-
cerning parking needs for the Maple Street townhomes, north of Lincoln. They ex-
plained that the 28 units are each provided one off-street parking space, but that most
residents have more than one car.
Mr. Watson states that he parks at Lions Park for $30.00 per month, but that his new car
was recently vandalized at this location. He requested the Village Board authorize
parking on Maple Street, so his vehicle could be parked in front of his home. He ex-
plained that he can park on the street overnight if he calls the Police Department, but
that this is difficult to do every evening.
Mr. Gandhi suggested that the Village Board allow residents of this area to park in the
Maple Street commuter lot. He understood that snow -plowing would be a problem in
the winter, but suggested that residents would only use the commuter lot in warmer
months. During the winter, residents could park in the lot at Lions Park.
Mr. Watson also discussed two parking tickets and the late notice with increased fines
that he had received. The Board directed that the Police Chief call Mr. Watson.
The Mayor and Board discussed the matter, and suggested that staff look into allowing
overnight parking in the Maple Street lot for months that would not conflict with snow
removal.
Merrill Cotten of 2710 Briarwood Drive West stated that his new street light should be
turned on in the next few days. He would let the Board know if the project was not
completed.
David Schein, 512 NaWaTa, spoke concerning a letter he had sent to Public Works
concerning neighborhood block watch captains having the ability to advise residents of
their blocks concerning limitations on lawn sprinkling. He believed that a block watch
captain could make an initial contact to someone violating sprinkler limits, then the
Village could follow-up with a letter to chronic offenders.

Director of Public Works Herb Weeks had advised Mr. Schein by letter that this type of
program would have to be approved by the Village Board. Mr. Schein asked about the
status of this suggestion with the Village Board.
Members of the Board had not considered this, but would look into it.
The meeting was adjourned at 12:00 noon.
