Emerson Mount Prospect, Illinois 60056 Phone 312 / 392-6000 MINUTES OF THE MOUNT PROSPECT SAFETY COMMISSION SEPTEMBER 15, 1987 I CALL TO ORDER The regular Meeting of the Mount Prospect Safety Commission was called to order at 7:30 P.M. II ROLL CALL Present upon Roll Call: Lee Beening, Chairman Andrew Mitchell, Vice Chairman Arthur Coy, Commissioner Tom Daley, Police Department Del Ulreich, Fire Department Drew Johanson, Engineering Also present were 12 persons in the audience III APPROVAL OF MINUTES Commissioner Mitchell, Seconded by Tom Daley moved to approve the Minutes of the regular Meeting of the Safety Commission held September 8th, 1986. MOTION CARRIED IV NEW BUSINESS A) A request from Mr. Louis Sharboro, 203 Catino and Mr. Mike Hertz, 1001 Ardyce for several traffic proposals in their subdivision were reviewed. These proposals are as follows: 1. 4 -way Stop at Westgate and Ardyce. Currently, 2 -way Stop on Ardyce at Westgate. 2. 3 -way Stop at Ardyce & Catino and at Cardinal & Catino. 3. No left turn from Westgate to Central Road. The residents stated their request for these restrictions is for a) the safety of children in the area, b) the safety of children crossing West- gate Road to attend St. Emily's School, c) that vehicles traveling on Westgate and Ardyce do not obey the posted 25 MPH speed limit and d) increase Minutes of Safety Commission Meeting 9/15/87 September 17, 1987 -2- in traffic once Harvest Homes Development is comp- leted. The Commission informed the residents that Stop Signs are intended to help drivers and pedestrians at an intersection decide who has the right-of-way and that where stop signs are installed as a speed breaker, there is a high incidence of intentional violation. In such cases, the Stop Sign can create a false sense of security in a pedestrian- and an attitude of contempt in a motorist. After further discussion Commissioner Mitchell, seconded by Del Ulreich moved to recommend the installation of a 4-w2y Stop at Westgate and Ardyce along with the marking of Stop bars and crosswalks. Upon Roll Call: Ayes: Beening, Mitchell, Coy, Daley, Ulreich Nays: Johanson MOTION CARRIED. The Commission also recommends that: 1: Future studies for the 3 -way Stops will be conducted after the completion of the Harvest Homes Development. 2. Cardinal Lane be barricaded to thru and construct- ion traffic until completion of the development. B) A request from the residents on the 100'block of N. Fairview Avenue for a Stop sign at the intersection of Fairview and Henry was reviewed. Their concern is with vehicles speeding on Fairview Avenue be- tween Northwest Highway and Kensington Road. The residents were informed the Police Department had stepped up enforcement along Fairview and the majority of the violators were students from Prospect High School. The Police Department has also notified the Principal of the school and steps are being taken to educate the students of the problem. After further discussion Commissioner Coy, seconded by Commissioner Mitchell move to recommend relocat- ing the existing yield signs for east and westbound Henry at Fairview to north and southbound Fairview at Henry and to install additional speed limit signs along the entire length of Fairview Avenue. MOTION PASSED UNANIMOUSLY Minutes of Safety Commission Meeting 9/15/87 September 17, 1987 -3- C) A request from Mrs. Halachoulis, 1413 Circle Drive regarding the traffic congestion adjacent to Robert Frost School was reviewed. Mrs. Halachoulis stated parents waiting to pick up their children do not obey the existing No Parking - School Days - 8 AM to 4 PM signs on the south side of Frost Drive from Circle Drive to Cypress Drive, park across the crosswalk and double park. There is also a small parking area in public right-of-way on the north side of Frost Drive as it curves into Circle Drive that accommodates five to six vehicles that is a problem when vehicles back out across the cross- walk that she would like removed. A motion was made by Commissioner Coy, seconded by Commissioner Mitchell to recommend additional No Parking Signs be installed adjacent to the cross- walk and along Frost Drive and the small parking area be removed and replaced with sod. MOTION PASSED UNANIMOUSLY The Commission also requested Mrs. Halchoulis contact the school principal and or school safety committee.to address these problems in the schools newsletter or a special letter to the parents. D) A request from Mr. Poteracki, 1030 Hunt Club Drive for the installation of Stop signs on Hunt Club Drive at the curve was reviewed. Mr. Poteracki felt the Stop signs would control speeding. The Commission informed Mr. Poteracki they could not justify the installation of Stop signs at the.curve because there are no intersecting streets or con- flicting movements. Drew Johanson, seconded by Commissioner. Mitchell moved to recommend right reverse turn warning signs with 15 MPH supplementary plates be installed as advanced warning of the curve. MOTION PASSED UNANIMOUSLY E) A request from Mr. Heanney, 2812 Briarwood Drive East for additional speed limit and warning signs for the Lake Briarwood area was reviewed. Mr. Heanney stated No Parking and Warning signs were needed at certain locations where bushes create a sight obstruction. Minutes of Safety Commission Meeting 9/15/87 September 17, 1987 -4- The Commission informed Mr. Heanney, Village Code states bushes planted in public right-of-way shall not exceed 30" in height. The Safety Commission agreed to the installation of additional speed limit and warning signs. Mr. Heanney agreed to inform his Homeowner's Associa- tion of the Village Code and request his neighbors to trim their bushes where they create a sight distance problem and adjacent to fire hydrants.
