HomeMy WebLinkAbout11/02/1981 SC MinutesMINUTES OF THE MOUNT PROSPECT SAFETY COMMISSION NOVEMBER 2, 1981 CALL TO ORDER The regular meeting of the Mount Prospect Safety Commission was held in the Village Hall on November 2, 1981. Chairman Andrew Mitchell called the meeting to order at 7:45 p.m. ROLL CALL Present upon roll -call: Andrew Mitchell Art Coy Dennis Valentine John Savage Lee Beening Jackie Franks Herb Weeks Lt. Ed Druffel Chairman Vice -Chairman Village Traffic Engineer Deputy Police Chief Secretary Commission Member Director, Public Works Village Fire Department APPROVAL OF MINUTES The minutes of October 5, 1981 meeting of the Safety Commission were read. A motion was made by Art Coy and seconded by John Savage to approve the minutes as read. The motion was approved. OLD BUSINESS ISABELLA/MAPLE A. Petitions signed by numerous local residents requested STOP SIGN a 4 -way stop sign at the intersection of Isabella Street and Maple Street. After considering the matter at the September meeting and finding that more information was needed, the necessary counts and speed studies were completed. After extensive discussion, a motiorr--was made by Art Coy and seconded by John Savage that the following ordinance be passed or matters referred to the appropriate Commission. 1., That Isabella Street be designated a Collector Street between Route 83 and Route 12. 2. That a 2 -way stop sign be installed on Maple Street at its intersection with Isabella Street. 3.. That parking be prohibited on the north side of Isabella Street between Route 83 and Owen Street. ISABELLA/MAPLE 4 That parking be prohibited on the north STOP SIGN and south sides of Isabella between Rand Road and Owen Street. 5. That a 5 -ton maximum weight limit be instituted along Isabella Street between Rand Road and Route 83. Upon roll call: Ayes: Mitchell, Coy, Beening Franks, Savage Nays: Valentine Motion carried. B*, A request from Les Kent on behalf of the ALGONQUIN/BRIARWOOD homeowner's association has been received TRAFFIC SIGNAL for a traffic signal at the intersection of Briarwood Drive and Algonquin Road. Based on a minimum vehicular traffic volume warrants of 150 and 600 vehicles per hour for the minor and major legs of the inter- section respectively, the necessary volumes were not achieved even after considering the accident history which permits volumes to be reduced by 20%. The Safety Commission unanimously recommends (1) that no action be taken since the warrants are not met and (2) that a new traffic count be conducted in the Spring 1982. C. A request from Lloyd Medansky on behalf of the HUNTINGTON/ROUTE 83 homeowner's association has been received for TRAFFIC SIGNAL a traffic signal at the intersection of Huntington Commons Drive and Route 83. Based on minimum traffic volume warrants of 150 and 600 vehicles per hour for the minor and major intersection legs respectively, the necessary volumes were achieved. The Safety Commission recommends that the Village follow through with the homeowner's association and their willingness to provide necessary permanent easements for the traffic signal installation. The Safety Commission recommends that the Village investigate the possiblility of cost sharing with boththehomeowner's association and the bank. A motion as made by Art Coy and seconded by Lee Beening that the Village Engineer make application to the State of Illinois for a traffic installation at the inter- section of Huntington Drive and Route 83. Upon roll call: Ayes: Mitchell, Coy, Beening, Franks, Savage, and Valentine Nays: None Motion carried. D A request from Village Manager has been received for a traffic signal at the inter- section of Lincoln Street and Busse Road. HUNTINGTON/ROUTE 83 TRAFFIC SIGNAL Based on minimum vehicular traffic volume warrants of 150 and 600 vehicles per hour for the minor and major legs of the intersection respectively, the necessary volumes were not achieved,even after considering the accident history which permits volumes to be reduced by 20%. LINCOLN/BUSSE ROAD TRAFFIC SIGNAL The Safety Commission unanimously recommends (1) that no action be taken since the warrants are not met and (2) that a new traffic count be conducted in the Spring, 1982. NEW BUSINESS A. A petition from local citizens has been received for a stop sign at the intersection of Louis Street and Evergreen Street. A"review of traffic counts at the intersection indicates that a stop sign is not warranted. However, it was pointed out that construction in the area and along Northwest Highway adversely effected the traffic counts. A motion was made by Andy Mitchell and seconded by Jackie Franks that new counts be taken, and an accident history be prepared and the matter reconsidered at the December 7, 1981 meeting. LOUIS/EVERGREEN STOP SIGN LOUIS/EVERGREEN STOP SIGN Upon roll call: Ayes: Mitchel, Coy, Beening Franks, Savage and Valentine Nays: None Motion carried. B A request has been transmitted by the Village Manager for a 3 -way stop sign at the inter- section of Burr Oak and Lama Lane. A review of traffic counts at the intersection indicates that a stop sign is not warranted. The necessary volumes were not achieved and there were no accidents at the intersection. A motion was made by Lee Beening - seconded by Jackie Franks that the request be denied. Upon roll call: Ayes: Mitchel, Coy, Beening, Franks, Savage and Valentine Nays: None Motion carried. C. Handicap parking in the Village presents a problem to citizens who legitimately require such facilities and to the Police Department who must enforce handicap parking regulations. At the present time, the number of handicap parking spaces is related only to the BOCA code by reference. BURR OAK/LAMA LANE STOP SIGN HANDICAP PARKING ORDINANCE A motion was made by Art Coy seconded by Andy Mitchell, the Village Traffic Ordinance be amended to coincide with the State of Illinois regulations,i.e- adopt State regulations and Table 315.4 (accessible parking spaces). It is further recommended that House Bill 1399 be included in the Village Ordinance which becomes effective January 1, 1982. It is recommended that the traffic ordinance 18.1324 be updated to incorporate House Bill 1399. Also, the above should be directed to the proper commission for inclusion in the BOCO 315.4 plan development. HANDICAP PARKING Upon roll call: ORDINANCE Ayes: Mitchel, Coy, Beening Franks, Savage and Valentine Nays: None Motion carried. D. A request for parking limitations WILLIAM STREET along William Street between Prospect PARKING Avenue and Lincoln Street has been received from the Village Manager. A parking study indicated that there are 4 long term parkers along the west edge of William Street. Present regulations prohibit parking at any time along William Street between Prospect Avenue and Lincoln Street along the east side. After discussion, a motion was made by Art Coy and seconded by Lee Beening that an ordinance be drafted restricting the west side of William Street between Prospect Avenue and Lincoln Street to 2 -hour parking between 7 AM and 4 PM. Upon roll call: Ayes: Mitchell, Coy, Beening, Franks, Savage and Valentine Nays: None Motion carried. E. A request from the Village Manager to discuss HIGHLAND AVENUE and consider the maintaining the one-way ONE-WAY traffic pattern at its eastern Limit with Rand Road. Two residents spoke in favor of maintaining present traffic pattern of one-way eastbound traffic along Highland Avenue in the vicinity of Rand Road. Presently the one-way segment is a dedicated half-street(33-foot right-of-way) with no left turn permitted at Rand Road. A motion was made by Art Coy and seconded by Lee Beening that Highland Avenue remain a one- way eastbound street. Upon roll call: HIGHLAND AVENUE ONE-WAY Ayes: Mitchell, Coy, Beening Franks, Savage and Valentine Nays: None Motion carried. The Safety Commisssion also recommends that the Village investigate the possibility of acquiring the full 66 -foot right-of-way. F. As part of the closure agreement of Gregory GREGORY STREET Street at Rand Road, it was decided to review CLOSURE the decision at a later date. After discussion including the geometry of the intersection with Rand Road and North Business Center Drive and the increased traffic flow on Isabella Street, there seemed to be little reason in reopening Gregory Street. A motion was made by Art Coy and seconded by John Savage that the closure of Gregory Street at Rand Road remain in place. Upon roll call: Ayes: Mitchell, Coy, Beening Franks, Savage and Valentine Nays: None Motion carried. G. The Busse/Wille Downtown Improvements WILLE STREET presently under construction alter. the existing ONE-WAY traffic pattern so that the southerly extremity of Wille Street becomes one-way northbound. The engineering drawings including traffic patterns have been presented and approved by the Village Board. A motion was made by Jackie Franks and seconded by Andy Mitchell that an ordinance be drafted designating the southerly 450 -feet of Wille Street lying north of Northwest Highway as one- way northbound. H. A request from the Police Department has PARKWAY PARKING been received citing the difficulty in PROHIBITION enforcing the parking of vehicles on Village parkways. After discussion, it was moved by Jackie Franksand seconded by Andy Mitchell that an ordinance be amended making it unlawful for any person, company or corporation to use any parkway within the Village for the parking of any vehicles whatsoever.
