ROLL CALL Present upon roll call: Andrew Mitchell Art Coy Lee Beening Absent: Jackie Franks Also present: Chairman Vice -Chairman Secretary John Savage Deputy Police Chief Herbert Weeks Director Public Works Dennis Valentine Village Engineer, Drew Johanson Engineering Division James Hilliger Deputy Fire Chief A motion was made by Commissioner Coy and seconded by Commissioner Beening to approve -the minutes of November 2, 1981 amended -to read as follows. Section F - Greg,ory Street Closure . . . ....... ­­ ic�t we was made by A,).,, -t "C(-"),y"--,,"Il—ld-",-s"econded by John Savage that the closure of Gregory Street at Rand Road remain in place and that Gregory Street from Rand Road to Main Street be deleted as a collector street from the Traffic Code. Section C Handica�') Parking Ordinance Motion was passed unanimously. IV. OLD BUSINESS HUNTINGTON/ROUTE 83 A. Huntington/Route 83 traffic signal - Village Engineer Dennis Valentine reported he has had conversations with the homeowners association and the bank about sharing the cost and they are willing but would like to know the dollar amount that is expected. SAFETY COMMISSION MEETING December 7, 1981 Page 2 The Safety Commission recommended the Village continue working with the homeowners association, bank, and the State for the traffic signal installation. B. A review of a petition presented by Carl Lindquist, 115 L--1 South Louis Street, for a stop sign at the intersection 0 of Louis Street and Evergreen Street was made. During U) the conversation Mr® Lindquist informed the Commission of vehicles speeding in the area. The traffic counts -:L-d i at the intersection indicate that a stop sign is not ti warranted® It was also pointed out that stop signs �d are not designed to control speed® After considerable discussion, the Safety Commission � unanimously recommends (1) that additional 25 MPH speed limit signs be installed, and (2) that after speed limit signs are installed, the police conduct a speed study® C. A request from a local citizen was reviewed for a 4 -way stop at the intersection of Robert Drive and Willow Lane® The intersection has a 2 -way stop sign on Robert Drive. It was pointed out that both streets 0 UJ are classified local streets, although Willow Lane is being used as a collector street® A review of the traffic count at Robert and Willow intersection indicates that a 4 -way stop is not 0 warranted. However, it was pointed out that both streets are classified local streets and that the children from Frost School cross there® A motion was made by Commissioner Coy and seconded by Commissioner Beening that east and westbound Willow Lane at Robert Drive have stop signs installed® Motion was passed unanimously. 0 0 D. Council Trail/Route 83 Traffic Signal: It was 00(_- announced letting of the project has been rescheduled for February 1982 because of problems with Federal funding. V. NEW BUSINESS A. A request from Audrey Burian, 204 Audrey Lane, was reviewed for a stop sign to be installed for west- 0 bound Connie Lane at Audrey Lane. Presently there is a single stop for, eastbound Connie Lane. tj A review of the traffic counts at the intersection C� indicates that a stop sign is not warranted. A motion was made by Commissioner Beening and seconded by Commissioner Mitchell that the request be denied. Motion passed unanimously. SAFETY COMMISSION MEETING December 7, 1981 During the general discussion of the intersection, it was noted that the speed limit for northbound Audrey is 30 MPH and 20 MPH for southbound Audrey Lane. After discussion it was moved by Commissioner Beening and,seconded by Commissioner Coy that north and soutbound Audrey Lane have a uniform speed limit of 25 MPH for its entire jurisdiction. Motion was passed unanimously. B. Request from Harry C. Trumfio, 116 Bobby Lane, and Kathleen Lemmler, 1822 Magnolia to prohibit turning r, ]'z left on to WaPella Avenue from westbound Central �dy Road was reviewed. After considering the matter,it was the Commssion's >-` opinion that turning left on to WaPella Avenue was needed and prohibiting the movement would encourage traffic to turn left into the private drives of the medical building and Central Village. A motion was made by Commissioner Mitchell and seconded by Commissioner Beening that the request be denied. Motion was passed unanimously. C. Request from the Police Chief to discuss and y consider maintaining the 2 -way traffic pattern on Albert Street between Central Road and Henry Street M was reviewed. Deputy Police Chief John Savage y explained that originally Albert Street was 2 -way but was designated one-way northbound due to the U) "3 fact that the drive-in restaurant customers would t continually circle the area creating a traffic M problem. y Since there is no longer a drive-in restaurant and the street has been operating 2 -way for the past two years due to roadway improvements in the area without any problem, it is his recommendation that the street remain 2 -way traffic. A motion was made by Commissioner Mitchell and seconded by Commissioner Coy to continue 2 -way traffic on Albert Street between Central Road and Henry Street, and it be deleted from the Traffic Code. Request for a stop sign for soutbound Evanston Avenue c at Northwest Highway was reviewed. cn This was discussed and the Commission recommends a tyJ stop sign be installed. A motion was made by M 1-3 Commissioner Coy and seconded by Commissioner Beening that southbound Evanston Avenue at Northwest Highway have a stop sign. Motion was passed unanimously. VI. OTHER BUSINESS A. Request from Chief Pairitz was received for parking prohibition on the north side of Midway Drive. It seems that there was an incident recently when emergency vehicles were delayed due to parking. > FC A motion was made by Commissioner Mitchell and seconded by Commissioner Coy to (1) prohibit parking on the north side of Midway Drive's entire jurisdiction, and (2) request that the signs be posted prior to Board approval. Motion was passed unanimously. B. Commissioner Mitchell requested a parking study be conducted on the west side of Wheeling Road north t� of Kensington Road so it can be discussed at the January 4, 1982 meeting. VII.
