Illinois 60056 MOUNT PROSPECT SAFETY COMMISSION Minutes December 3, 1979 The regular monthly meeting of the Mt. Prospect Safety Commission was held in the Village Hall on December 3, 1979. Chairman Art Coy called the meeting to order at 7:30 p.m. Members in attendance were Andy Mitchell, Art Coy, Harold Abramowski, Police Chief Ralph Doney, and Traffic Engineer John Sauter. Minutes of the previous meeting were read and approved. Gregory Street and Rand Road. Five area residents were at the meeting and presented the Commission with a petition of over 90 signatures that were against the closing of Gregory Street at Rand Road. This represented a small part of the area affected, namely, the 4 and 5 hundred blocks of Elm Street and Maple Street. The residents main questions were: (a) Why adequate notice of a public hearing was not given to the local residents on the closing of Gregory Street at Rand Road. The Commission answered: The Commission could not answer this question because they, the Traffic Engineering Department•and the Police Department were all completely taken by surprise with the complete closing of this intersection. (b) The residents would like to know why the Village permitted the closing of this intersection. The Commission answered: In the closing of Gregory Street, it would stop traffic for Kensington Center to Route 83 is the only reason the Commission knows as to why the Village Board took this action, even though it was contrary to the recommend- ation of this Commission on October 2, 1978, the Village Engineer's letter of September 20, 1979, and the Village Comprehensive Plan and IDOT recommendation of October 13, 1978. (c) The residents would like to know what plans the Village has for Isabella and Rand Road. The Commission answered: At this time the Commission has no knowledge of what plans the Village Board has for the intersection of Isabella and Rand Road. At this time the Commission stands firm on its original recommendation of October 2, 1978 and recommends the residents direct their questions Safety Commission Meeting 12/3/79 Page 2. to the Village Board on how they expect to stop traffic from Kensington Center from using Isabella which is only 1/2 block south of their entrance, let alone handle the additional traffic from the closing of Gregory Street. Council Trail & Route 83 Intersection. After considerable dis- cussion in regard to a mid -block pedestrian activated signal or a full traffic signal intersection, the Commission feels that the mid -block signal would only help a few pedestrians and that since Council Trail is designated as a collector distributor street by Village ordinance and that its signalization would help the local residents. A motion was made by Harold Abramowski and seconded by Andy Mitchell that the Village install a full traffic signal corner with pedestrian signals at Council Trail and Route 83 and be interconnected to Lonnquist and Route 83 for traffic flow. Motion passed.
