Emerson Mount Prospect, Illinois 60056 MOUNT PROSPECT SAFETY COMMISSION Minutes April 3, 1978 The regular monthly meeting of the Mount Prospect Safety Commission was held. in the Village Hall on April 3, 1978. The meeting was called to order by Ben Scola, Chairman, at 7:40 P.M. Members present were: Harold Abramowski; Art Coy; Officer Tom Daley, Police Department; Chief Pairitz, Fire Department; Mike Pekala, Deputy Village Engineer. Visitors to the meeting were Officer Dettmar, Police Department; Lonnie Jackson, Fire Department; and Johri-Burneson, National Safety Council. I. The minutes of the March 6, 1978 meeting were amended as follows: The Commission did not take formal action on Mike Pekala's report dealing with parking on the -south side of Prospect Avenue, west of Mt. Prospect Road. The rest of the minutes were approved as read. II. Two representatives from the Euclid Lake Association, Mrs. Geuder and Mrs. Symdeen requested Commission support for pedestrian signals at the intersection of Wolf Road and Euclid Avenue. Art Coy mentioned that the County has conducted pedestrian studies at this intersection and found that pedestrian counts did not warrant separate signals. It was pointed out that the heaviest pedestrian activity occurs during a weekday in the summer when school is out and the pool is open. Mike Pekala was requested to conduct an independent study of pedestrians during the summer. At the same time, he should request a formal study by IDOT mentioning recreational use of the intersection by pedestrians and bicyclist -s. III. Mike Pekala's report on proposed restricted parking along the south side of Prospect Avenue, west of Mt. Prospect Road, was discussed. Art Coy moved, and Harold Abramowski seconded, that "No Parking Any Time" restrictions be adopted for the south side of Prospect Avenue from 560 ft. west of William Street to Mt. Prospect Road, per Mike's report. Motion carried. IV. Members.of the Commission reviewed the operating speed, use of "Yield" and "Stop" signs and sight restriction at the intersection of Isabella and Russell Street, and surrounding intersections. While it was generally agreed that sight restrictions reduced the safe operating speed through the intersection below posted speed, limit, this condition was prevelant throughout the area. Safety Commission Meeting 4-3-78 Page 2. Since this is impractical and the volume and accident data do not warrant additional control, none was recommended. The Commission agreed with Mike's recommendation for this intersection. V. The School Safety Workshop was discussed. Final arrangements were discussed as follows: 1. The announcement was mailed on April 4. 2.. Board members are to continue to discuss the Workshop with PTA Board members. 3. The lunch is to be catered by Link's Catering. 4. National Safety Council, Police Department, and Fire Department will provide reference material, i.e., pamphlets, puzzles, games, etc. 5. The Workshop evaluation form to be completed by those in attendance was discussed and finalized. 6. Supplies such as name tags, pencils, paper, etc., will be supplied by Holmes Junior High PTA. 7. The Workshop participants are to meet at Homes Junior High on April 24 to work out final details on set-up and roundtable format. 8. Press and radio coverage will be handled by Ben Scola. VI. Mike Pekala's report on recommended traffic control at the intersection of Fairview Avenue and Henry Street was discussed. The Commission agreed with Mike's recommendation. Art Coy moved, and Harold Abramowski seconded, that "Yield" signs be installed on Henry Street at its intersection with Fairview, per Mike's report. Motion carried. VII. Mike submitted a letter from St. Raymond's School requesting that the current 2 -hour parking restrictions on Milburn between Elmhurst and Ioka be removed to allow for teacher parking. The Commission will review the parking program around the school and discuss St. Raymond's request at the May 1st meeting. VIII.Mike distributed copies of the 1977 Village -wide accident summaries for the Commission review. Commission members should be prepared to discuss this report in detail at the May lst meeting. IX.
