HomeMy WebLinkAboutOrd 2316 09/21/1971 ORDINANCE NO. 2316 AN ORDINANCE RENAMING THE MOUNT PROSPECT YOUTH COMMISSION AND EXPANDING ITS FUNCTIONS TO CREATE THE MOUNT PROSPECT COMMUNITY SERVICES AND MENTAL HEALTH COMMISSION BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That Article X of Chapter 5 of the Municipal Code of Mount Prospect of 1957, as amended, is hereby amended in its entirety and in its stead the new Article X of Chapter 5, providing for the creation of the Mount Prospect Community Services and Mental Health Commission shall be and read as follows: ARTICLE X - COMMUNITY SERVICES AND MENTAL HEALTH COMMISSION Section 5.1001. Creation and Purpose. There is hereby established a citizen's board which shall be known as the Mount Prospect Community Service and Mental Health Commission for the purpose of determining the unmet social service and mental health needs of the residents of Mount Prospect, and to make such recommendations for finding services that are found lacking. Section 5.1002. Membershi~ A. The voting members of the Mount Prospect Community Services and Mental Health Commission shall be eleven (11) residents of the Village of 1I1ount Prospect. 1. The appointments to this Commission shall be made by the Village President with the advice and consent of the Board of Trustees of the Village of Mount Prospect. 2. The term of office of each member of the Mount Prospect Community Service and Mental Health Commission shall be for four (4) years; provided, however, that of the members first appointed, three (3) shall be appointed for a term of two (2) year.s, three (3) for a term of three (3) years, and five (5) for a term of four (4) years. 3. All terms shall be measured from the first day of the fiscal year of appoj.ntment. B. Vacancies shall be filled for the unexpired term in the same manner as orj.ginal appointments. C. Membership of the Mount Prospect Community Service and Mental Health Commission shall as nearly as possible be representative of interested groups of the community such as local health de- partments, medj.cal societies, local welfare boards, hospital boards, school boards., lay associations concerned wi th mental health, community service, or alcoholism, drug addiction or mental retardation, as well as historical societies, labor, busi- ness, civic, and s~nior citizen groups or the general public. D. Any member of t.he Mount Prospect Community Service and Mental Health Commission may be removed by the Village President. Section 5.1003. Organization and Powers of the Commission. A. Immediately upon its organization the Mount Prospect Community Service and Mental Health Commission shall select from its member- ship a Chairman, a Vice Chairman, and a Secretary. The person so selecten shall serve for terms of one (l) year, and may be re-elected to said position by the membership. B. The Commission shall adopt rules for the conduct of its meetings and shall keep written minutes of all meetings and other pro- ceedings. C. All meetings of the Commission shall be public and its minutes shall be available for examination in the Office of the Village Clerk during regular business hours of said office. D. The Commission shall review and evaluate Mount Prospect Mental Health and Social Services and facilities including, but not limited to, services and facilities for the treatment of alco- holism, drug addiction, and mental retardation. E. The Commission shall submit to the President and Board of Trustees a program of social and mental health services and facilities including, but not limited to, programs for alco- holism, drug addicition, mental retardation, senior citizens, and youth. F. With the prior approval of the President and Board of Trustees of the Village of Mount Prospect, the Commission shall arrange for the rendition of services and operation of facilities by other agencies of the Village of Mount Prospect. G. The Commission shall make rules and regulations concerning the rendition or operation or any services and facilities under its direction or supervision. H. The Commission shall perform such other acts as may be necessary or proper to carry out the purposes of this Article, consistent with the regulations of the Director of the Department of Mental Health of the State of Illinois. Section 5.1004. Annual Report. Annually the Mount Prospect Community Service and Mental Health Commission shall prepare and submit to the Village President no later than February 28th, an annual report with recommendations, showing its progress and findings. Section 5.1005. Donations. The Village of Mount Prospect may accept donations of property for the purpose specified in this Article. Any funds thereby derived from said donations shall be placed, by the Village Treasurer, in a fund called the Mount Prospect Community Ser- vice and Mental Health Fund. These monies shall be paid out only upon approval by the Village President and Board of Trustees. SECTION TWO: That Ordinance No. 1153 and Ordinance No. 2076 are hereby repealed. SECTION THREE: That this Ordinance shall be in full force and effect from and after its passage, approval, and publication in the manner provided by law.
