HomeMy WebLinkAboutOrd 2317 09/21/1971 .~~ " ,- ORDINANCE NO. 2317 AN ORDINANCE REVISING CHAPTER 22 OF THE MUNICIPAL 'CODE BE IT ORDAINED BY THE PRESIDEN'f AND BOARD OF 'I'RUSTEES OF'THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That Chapter 22 of the Municipal Code of Mount Prospect of 1957, as amended, be and is hereby further amended by deleting the existing chapter heading lfPlumbing" and substituting therefor the title IISewer and Storm Water Management" and by amending in its entirety; Article I so that hereafter the said title page for Chapter 22 as well as Article I of Chapter 22 shall be and read as follows: 1I CHAPTER 22. SEWER AND STORJvI WATER ~I!ANAGEMENT Article I. Storm Sewers and Detention Article II. Sanitary Sewers Article III. Septic Tanks Article I. Storm Sewers and Detention Section 22.101. Definitions. A. Accelerated Storm Water Runoff: That additional storm water runoff generated by the reduction or elimination of pervious land surfaces through the construction of roads, sidewalks, parking lots, buildings, and other improvements to real estate. B. Basins: Basins are of two (2) types, as follows: 1. Detention Basin: An area of land set aside for the purpose of holding accelerated storm water runoff for a specific period at tim=sduring and immediately following rainfall and containing a controlled outlet having a pre-determined flow based on standards set forth in this Article. 2. Retention Basin: A substantial area of land set aside for the purpose of holding accelerated storm water runoff for a specific period at times during and immediately fallowing rainfa~l which land contains a permanent body of water with storage for this accelerated runoff above the normal water surface elevation and containing a controlled outlet for a pre-determined flow of the additionally stored water which flow is based on standards set forth in this Article and which would in no way reduce the surface of the permanent body of water to a point below its normal elevation. C. Combined Sewer: A sewer that collects and carries both surface water runoff and sanitary sewerage wastes from residential, business, commercial, institutional, and industrial establishments together with_surface water and water-carried wastes from pave- ments, parking lots, and any other surfaces. D. Engineer: Village Engineer of the Village of Mount Prospect or his authorized representatives. /""'""""'>",."" /-'~ " E. Intercepting Sewer: A Metropolitan Sanitary District sewer into which the sewage from a sanitary sewer main or mains is discharged and is transmitted to a sewage treatment plant. F. Natural Outlet: Any outlet in a watercourse, pond, ditch, lake, or other body of surface or ground water. G. Public Sewer: A sewer in which all owners of abutting properties have equal rights and is controlled by public authority. H. Sanitary Sewer: A sewer that carries liquid and water-carried wastes from residences, commercial or industrial plants and in- stitutions, together with minor quantities of storm, surface, and groundwaters that are not admitted intentionally. I. Sewerage System: The facilities for collecting, conveying, treating, and disposing 6f sewage. J. Storm Sewer: A sewer'that carries stormwater and surface water but excludes domestic sewage and industrial wastes. Section 22.102. Storm Water Detention in Unsewered, Combined, and Separate Sewered Areas. A. General: It is recognized that the receiving storm sewers within the area of the Village of Mount Prospect do not have the capacity to receive and convey the increased storm water runoff resulting from rapid urbanization occurring in our area. These rece1v1ng sewers are subject to frequent flooding which results in a growing rate of property damage. B. Requirements: Abuilding permit will not be issued unless the applicant shall provide detention of storm water runoff as set forth in the following criteria: 1. A combination of storage and controlled release of storm water runoff is required for all residential developments exceeding five (5) acres in area, and for every commercial and industrial development will be required to store that portion of the accelerated storm water runoff. 2. The release rate of storm water from all developments re- quiring detention shall not exceed the storm water runoff rate from the area in its natural undeveloped state. a. Because of the flat conditions of the land in this area, channel configurations cut by nature are generally unable to handle the runoff from high intensity rainfalls and results in flood plain storage or spreading ~f runoff over the land areas during the larger storm periods. In order not to increase the runoff from such areas after development, the release rate must be limited to the carrying capacity of these natural channels. b. The Village of Mount Prospect will accept the release rate of not greater than that calculated from a storm of three (3) year frequency with a runoff rate coefficient of 0.15, unless the applicant can show by his detail calculations, which are acceptable by the Village, that the discharge rate of the natural outlet channel serving the area is greater. /,,q::".'~, ~, .. Drainage systems shall have adequate capacity to bypass through the development the flow from all upstream areas for a storm of design frequency assuming that the land is in a fully developed state under present zoning or zoning proposed under the Village Comprehensive Plan. The bypass flow rate shall be computed utilizing a runoff coefficient of not less than 0.35. An allowance will be made for up- stream detention when such upstream detention and release rate has previously been approved by the Metr9Politan Sani- tary District of Greater Chicago and that evidence of' its construction can be shown. 4. The live detention storage to be provided will be calculated on the basis of the 100-year frequency rainfall as published by the U.S. Weather Bureau for this area. The detention volume required will be that necessary to handle the runoff of a 100-year rainfall, for any and all durations, from the fully developed drainage area tributary to the reservoir, less that volume discharged during. the same duration at the approved release rate. 5. The design capacity of storm water detention and retention basins shall be based upon the Metropolitan Sanitary District's of Greater Chicago formulae as outlined in Article 6-04 of the Manual of Procedures for the Administration of the Sewer Permit Ordinance of the Metropolitan Sanitary District of Greater Chicago. Section 22.103. Future Combined Sewers Prohibited. In unsewered and separate sewered areas of the Village of Mount Prospect it shall be unlawful for any land developer, owner, subdivider, contractor, or builder to allow or cause sto~m water runoff to flow directly into any sanitary sewer or sanitary sewer main by means of pipes, french drains, or swales. Section 22.104. Storm Sewer Specifications. A. All storm sewer pipe used in the construction of storm sewer mains shall have a minimum internal diameter of ten (10) inches and shall be Class III or stronger and constructed of reinforced con- crete conforming to ASTM Designation C76-66T. B. Joints for such ~einforced concrete storm sewer pipe shall meet the standards set forth for anyone (I) of two (2) compositions listed hereinbelow: 1. Bituminous Jointing Compound. a. Bituminous jointing compound shall be mastic made from asphalt liquifiers, mineral fillers, and fibers~ b. This bituminous filler shall be of such consistency that it shall form a positive adhesion to pipe surfaces. (i) Such mastic shall be free from moisture and shall be workable with a trowell. (ii) When hardened, such mastic filler shall be water, acid, and alkali resistant. (iii) When hardened and plasticized, there shall be no plastic flow of the material at temperatures up to 80oF. "'''''~'':;;''~'"~."':' ~ "'...-- ~ ~ 2. Rubber Gaskets. a. Rubber gaskets shall conform to ASTM Designation c443. b. Such gaskets shall be of a uniform thickness throughout; smooth; and free from pitting blisters, arc ,.checks, and other imperfections. C. Testing for conformance with ASTM C76-66T shall be ~equired on a minimum of 1% of all pipe sizes where the total quant-ity -of reinforced concrete pipe including all sizes is greater than 1,000 feet. D. All storm sewer pipe shall be rated or placed on a Class B bedding. E. Trench Backfill. I. All trenches caused by the construction of sewers, water mains, water service pipes, and in excavation around catch basins, manholes, inlets and other appurtenances which occur within the limits of existing or proposed pavements, side- walks and curb and gutters, and within two (2) feet thereof shall be backfilled with trench backfill. 2. Trenches and excavations near or adjacent to proposed or existing pavements, sidewalks and curb and gutters, and within two (2) feet thereof shall be backfilled with trench backfill to an elevation equal to the intersection of a one to one slope line from the top of the pavement sidewalks or curb edge, with a vertical line through the nearest edge of the trench or excavation. 3. Trench backfill shall consist of sand, pitrun gravel or crushed stone and shall be compacted in place to 95% of maximum density at optimum moisture as determined by the Standard Proctor Test. F. Manholes for storm sewers shall be constructed and manufactured in accordance with the- following specifications: 1. Manhole bases shall be constructed of six (6) inch thick precast reinforced concrete, in one (I) piece, which shall be installed and placed upon a minimum two (2) inch thick sand or crushed stone bedding. 2. Manholes for storm sewers 36.inches or less in diameter shall have a minimum internal diameter of 48 inches and shall be constructed of precast concrete sections manufactured ih accordance with ASTM Specification c-478. 3. Manholes for storm sewers over 36 inches in diameter shall be constructed of monolithic concrete or shall have special "Tee" sections cast into the pipe at the place of manufacture. 4. -Manholes for storm sewers shall be spaced as follows: a. For straight runs, at intervals not exceeding 350 feet. b. At junctions of sewers. c. At grade changes. "~~ ~~ ..,~, , . d. At alignment changes. e. For storm sewers less than 48 inches in diameter, at all catch basin leads. 5. Manhole steps shall be cast iron equal to Neenah, Type R-198l~l. 6. Frames and grates for manholes shall be Neenah Manufacture No. R-I015 or an approved equal, with a combined weight of 540 pounds. The frames shall be set in a full mortar joint on each structure. Covers for catch basins and inlets shall be open type. 7. All manholes, catch basins, and in~~ts shall be adjusted to the final pavement or parkway grade. Only precast reinforced concrete adjusting rings 9r concrete brick shall be used for making adjustments and shall be placed on a bed of Portland cement mortar comprising onB (1) part of Portland cement for every two (2) parts of clean torpedo sand. G. Protection of Property and the Public. 1. Means shall be taken to protect all public and private property in the construction area. All areas disturbed by construction shall be restored to original condition, including -- but not limited to -- streets, sidewalks, parkways, trees, bushes, and fences. 2. The provisions of this Municipal Code relating to excavations in streets shall be complied with in making excavations in streets or other public places. 3. All other excavations shall be adequately guarded with barri- cades and lights so as to protect the public from hazards. ,H. As Built Drawings. For all projects involving an ,extension of a storm sewer main, there shall be submitted to the Village Engineer three (3) copies of an "as built" plan showing the actual locations and grades of sewers, manholes, and sewer ser- vices. Section 22.105. Detention and Retention Basin Specifications. If storm water detention or retention is to be provided by way of a basin or man made lake, then such basin or lake, as the case may be, shall meet the following minimum requirements: A. Side slopes shall be minimum 3:1 or greater. B. A low flow channel shall be installed in all detention basins and shall be constructed of reinforced concrete between the inlet and outlet pipes. 1. The minimum width of the low flow channel shall be six (6) feet. 2. The bottom of the basin shall slope toward the low flow channel at a minimum grade of 0.40%. C. Concrete headwalls shall be provided and installed at the point of both inlet and outlet. ~...";w.,, ~","""~'%""-. , . , . D. Side slopes and the top of the banks may be either seeded or sodded. E. The outlet pipe shall be equipped with a remote controlled automatic valve. Controls for such valves shall be located in the Office of the Director of Public Works of the Village of Mount Prospect. ....... F. Basins and man made lakes may be used for recreational purposes. G. In those instances wherein the public health and safety dic- tates, a chain link fence of sufficient height determined by the Board of Appeals shall be placed around the periphery of the basin and shall be installed in compliance with the re- quirements of the Standard Specifications for Road and Bridge Construction of the State of Illinois. H. The developer shall be responsible for the maintenance of the retention and detention basins until the project is complete and formal acceptance of the public improvements have been made by the President and Board of Trustees, at which time all rights, title and interest to the land and territory upon which the basin and/or man made lake is situated as well as all other puqlic rights-of-way easements and improvements shall vest in the Village of Mount Prospect, a municipal corporation."
