Recommended Action Approve a resolution authorizing the mayor to sign an intergovernmental agreement with Cook County to utilize "Invest in Cook" grant funds ($460,500) for Phase 2 engineering services and right-of-way procurement associated with proposed Rand/Central/Mount Prospect Road intersection improvements. Public Content Information Invest in Cook is an $8.5 million grant program designed to accomplish key strategies of Cook County's (the County) long range transportation plan. Funds cover the cost of planning and feasibility studies, engineering, right-of- way acquisition and construction associated with transportation improvements sponsored by local and regional governments. The County received over 80 applications as part of their 2019 Program requesting $42 million in funding. The Village was one of 34 applicants to be selected for a grant. The Village has been awarded a $460,500 grant for the Rand -Central -Mount Prospect Intersection Improvement Project. The recently completed Phase I Engineering Study determined a preferred conceptual plan that will improve mobility, access, safety, and non -motorized accommodations. For reference, a map depicting this proposed project is enclosed. To access these funds, Cook County requires the Village to enter into an intergovernmental agreement (IGA) that defines the terms of the grant. A copy of this proposed IGA is attached. The grant program is designed to reimburse the Village for specified expenditures authorized by the terms of the IGA. The next stage of project development, Phase II Engineering, involves selecting an engineering firm to design construction plans and acquire some additional right-of-way to accommodate roadway widening. The $460,500 grant will cover half of the anticipated cost for Phase II Engineering. The Village has also applied for federal funding through the Congestion Mitigation and Air Quality (CMAQ) Program for both Phase II and Phase III Engineering as well as actual construction costs. Phase III Engineering includes construction and engineering observation costs.
