4.1 VIDEO GAMING REVIEW

BACKGROUND:
On August 21, 2018, the Village Board approved Video Gaming for Mount Prospect liquor licenses of specific classifications. The
first Mount Prospect license granted by the State Gaming Board was in November 2018 to Pap's. Then on December 4, 2018, the
Mount Prospect Village Board granted Pap's a video gaming license for five terminals. To date, the Village Board has approved
fourteen (14) gaming licenses of which ten (10) are active. See the table below.
• Within Mount Prospect, 22 establishments have submitted applications to the State, of which 18 were approved. Moretti's
and Bar Louie are inactive but in the building permit process of buildout for the machines.
• LaPressa and Fellini's are still determining which direction to go.
• Four locations have State approvals but have not submitted for a local application at this time: LePeep and Salsa Street
were approved by the State in September 2019, The Red Barn and Canta Napoli were approved by the State in October
2019.
• Future State applications for approval include: Brunswick (Bowling Alley), Jelly Cafe, Los Arcos, and EI Sombrero.

Total revenue to the Village as of October 31 includes:
• Application fee 14 @ $300 = $4,200.00 (General Fund Revenue)
• Terminal fee 45 @ $1,000 = $45,000.00 (General Fund Revenue)
• Wagering tax share from State = $36,793 based on gaming revenue reports..(Available for debt service fund and levy
abatement)
Total Village Income = $85,993.00
LICENSE HOLDER DISCUSSION:
Current Gaming establishment owners were asked to comment on their gaming operations. General comments include the
following:
• All licensees felt that gaming provided entertainment for current customers and did not bring in a new customer base.
• Gaming patrons do not wish to be viewed by patrons of the restaurant and approve of the segregated partition.
• Majority would like the ability of adding a sixth terminal as approved by State.
• All request some form of outside advertisement signage for gaming.
REINVESTMENT:
Owners were also asked about their investment of additional income. General comments include:
• Investment in new or repaired kitchen equipment.
• Investment in carpeting, barstools, LED televisions, window treatments and updated interior decor.
• Provide funds to explore new operating and menu concepts.
• Income helps to pay rent, utility bills and taxes.
CONCLUSION:
No violations or crimes associated with video gaming have been reported by the Mount Prospect Police Department. All current
license holders have complied with screening, signage, video camera recordings and alarm regulations. Current video gaming
licensees are requesting to increase the number of terminals from five to six to be in line with the State, as well as Elk Grove
Village, Prospect Heights, Wheeling and unincorporated Cook County. Establishments are also requesting outdoor signage for
gaming advertisement. Staff does not recommend changing the signage prohibition.
The attached draft ordinance increases the total number of video gaming terminals in an establishment a maximum of six (6) and
is provided for discussion purposes.
