1. ROLL CALL— CALL TO ORDER
The meeting was called to order at 7:06 p.m. in the Village Board Room of the Village Hall,
50 South Emerson Street, by Mayor Arlene Juracek. Trustees present included William
Grossi, Eleni Hatzis, Paul Hoefert, Richard Rogers, Colleen Saccotelli and Michael Zadel.
Staff present included Village Manager Michael Cassady, Assistant Village Manager Nellie
Beckner, Village Clerk Karen Agoranos, Management Analyst Alexander Bertolucci,
Executive Assistant to the Village Manager Doreen Jarosz, Police Chief John Koziol,
Deputy Director of Building and Inspection Services Mark Rysavy and Director of Finance
Amit Thakkar.
2. APPROVAL OF MINUTES
Trustee Zadel seconded by Trustee Rogers moved to approve the minutes the Committee
of the Whole meeting of November 12, 2019. The minutes were approved by unanimous
voice vote.

4. DISCUSSION ITEMS
4.1 Video Gaming Review
Executive Assistant to the Village Manager Doreen Jarosz presented a one year review
of video gaming. The ordinance amending the Village Code to allow video gaming was
approved by the Village Board on August 21, 2018 through the addition of a class "V"
Liquor License Classification. Gaming was approved for six (6) classifications.
Ms. Jarosz stated the Village has approved fourteen (14) video gaming licenses thus far
and ten (10) establishments have active video gaming terminals. An additional seven (7)
establishments have pending applications with the State of Illinois.
Ms. Jarosz reviewed where gaming revenue is distributed. The licensed establishment
and video gaming terminal operator each receive 35%; state receives 25% and the
municipality receives 5% of the net gaming income.
The Village's share of video gaming revenue through the month of October 2019 is
$85,993. This figure includes application fees, terminal license fees and wagering share
from the State. The establishment and video gaming operator revenue totals $503,028
and the State of Illinois share is $196,043.
Ms. Jarosz stated she visited each of the establishments with video gaming and spoke
with the owners. The owners provided valuable feedback and most indicated the
response to video gaming has been positive from patrons who enjoy this added
entertainment. Most owners stated they have used the additional revenue to reinvest in

their business. Ms. Jarosz stated most of the owners expressed interest in adding an
additional terminal per state regulation; all requested outside advertising signage.
Ms. Jarosz provided the following in response to questions from the Board:
• Application fee of $300 is one-time fee.
• Terminal license fee is $1000 per terminal, per year.
• Liquor advertising signs are allowed in the Village.
• Surrounding communities have adopted ordinances to allow a sixth terminal
• Other communities allow gaming signage; although sign regulations vary among
the communities.

• Ms. Collins encouraged the Board to consider increasing the number of terminals
allowed in line with the new state regulations. Ms. Collins supports the restaurant
owner's request for signage.

• Mr. Harrington stated he is looking forward to the addition of video gaming at his
establishment to enhance his patron's experience. Mr. Harrington stated this
additional revenue helps create operating capital for businesses.
Mayor Juracek stated there are two important issues to consider; amending our code to
allow establishments a sixth terminal and the question of signage. Mayor Juracek stated
these two issues will be discussed separately. The topic of six terminals was discussed
f i rst.
Trustee Grossi suggested the discussion also include the consideration to allow video
gaming cafes in the Village. Mayor Juracek stated the topic of gaming cafes will be
discussed after the discussion regarding signage.
Board Comment regarding a sixth terminal:
• Unanimous support to allow a sixth terminal.
• Positive reports and feedback from restaurants is good news; speaks well to our
restaurateurs.

• Ordinance should include language to authorize a change in the number of
terminals allowed to be in line with state legislation without amending Village
Code each time a change is enacted by the state.
• Would like the Village to control the number of terminals allowed, not the state.
A discussion followed regarding placing a limit on the number of terminals the Village
would allow.There was support amongst the Board to limit the number of terminals allowed
per establishment so control would be in the hands of the Village instead of the State.
The Board reached a consensus to amend the ordinance to comport with state legislation
allowing six terminals. Staff will present an ordinance for Board approval reflecting this
amendment in December. In addition, the Board requested another annual review next
December.
A discussion regarding signage followed.
Board comments regarding video gaming signage:
• Supports some type of signage with limitations
• Signage should be designed in a manner that would not attract or gain the attention
of children
Village Manager Michael Cassady stated staff will research how other municipalities
approach video gaming signage and report findings back to the Board.
A discussion regarding video gaming cafes followed.
Board Comments regarding video gang cafes:
• Allowing gaming cafes defeats original intent of allowing video gaming to support
existing businesses
• Cafes will have cannibalization effect on existing establishments
• Will eventually hurt the businesses we intended to help
• Cafes could potentially saturate the market

• Wondered how many people from Mount Prospect visit area casinos and
questioned the states' role in regulating payoffs.
Mayor Juracek summarized the evening's discussion and stated she looks forward to
staff's report regarding signage.
5. MANAGER'S REPORT
Village Manager Michael Cassady stated predicted inclement weather conditions might
affect Wednesday's tree lighting ceremony and the ChristkindImarket. Staff will monitor
the weather and will make a decision to either proceed as planned or reschedule the event
for Saturday; this decision is expected by noon Wednesday.
