Information
The Village of Mount Prospect owns and maintains the Emerson Street parking deck. As part of our ongoing
maintenance effort, staff has been replacing existing metal halide luminaires with LED fixtures.
Earlier this year, staff replaced the top deck lighting fixtures with LED fixtures resulting in improved lighting
conditions, reducing ongoing luminaire replacement costs and reducing ongoing energy costs. As such, the 2019
planned work program includes removing and replacing the remaining fixtures throughout the parking structure. To
secure the light fixtures necessary to implement this upgrade, staff prepared necessary product specifications and bid
documents to procure replacement lights using a materials bid.
The specified fixture is a RAB fixture, considered to be one of the industries leaders in LED technology. The fixture is
rated for a 100,000 hour lifespan with a 5 -year warranty. Energy savings for this conversion will result in a reduction
of 120 watts per fixture, or an overall savings of approximately 12,000 watts for the structure and results in improved
lighting conditions.
Staff prepared a bid document for the acquisition of ninety (90) new RAB LED Fixtures for the Emerson Street parking
garage.
On November 4, 2019, the bids were publicly opened and read as required by Village Code. The following six (6) firms
have submitted bids.

The bids were reviewed to ensure that the bidders provided the required and necessary materials in accordance with
the specifications. Of the six (6) firms participating in the bid, two (2) firms submitted a bid for an alternate fixture
type. Staff has reviewed the submitted alternate light fixtures for material differences in quality, performance,
electrical consumption, color stability and functionality.
Specifically, the fixture that LED Lighting Wholesale and an alternate from OGNI, Inc provided pricing for are a
Mester brand and these fixtures do NOT match stipulated specifications for wattage, finish color, color stability, lumen
output nor an on/off photo control feature. Because of these differences, it is the opinion of staff that the lights
proposed do not satisfy the bid requirements. Staff finds these bids nonconforming and nonresponsive to the request
for bids.
It is the opinion of staff that the lowest cost, responsive bid that satisfied all the product specifications and bid
requirements was submitted by Steiner Electric of Elk Grove Village, Illinois in an amount $26,195. The Village has
prior experience with this firm for many years and has found them a reliable vendor.
Alternatives
1. Reject the bids submitted by LED Lighting Wholesale, Inc. and OGNI and accept the lowest cost, responsive bid for
LED parking deck light fixtures submitted by Steiner Electric.
2. Action at discretion of Village Board.
Staff Recommendation
Staff recommends that the Village Board reject the bids submitted by LED Lighting Wholesale, Inc. and OGNI as
nonresponsive to the request for bids and accept the lowest -cost, responsive bid for LED Parking Garage Light
Fixtures as submitted by Steiner Electric of Elk Grove Village, Illinois in an amount not to exceed $26,195.
