SUBJECT: RMS LIQUORS, INC., 1714 EAST KENSINGTON, CLASS C
CHANGE OF OWNERSHIP
On Wednesday, June 7, the Village Manager met with Mr. Rahim Sarrafi to discuss his
request to purchase the existing RV Liquors located at the above address. The Class C
License provides for the retail sales of alcoholic liquors on a package basis. This Class
C is one of five currently enforce in the Village. In 2005, the Village limited the number
of Class C License to the five currently in force. Mr. Sarrafi plans to continue operating
the liquor store with no remodeling or other alterations. Mr. Sarrafi and his son will
operate the store. As neither one has prior experience with the sale of alcohol, the
Village Manager is recommending that both attend and pass a Certified Liquor Server's
course as a condition of issuing the License.
The Village Manager discussed at length with Mr. Sarrafi the Village's Liquor Code and
in particular concerns regarding sales to minors as well as clearly intoxicated
individuals. Mr. Sarrafi indicated he had read the Code and understood the
requirements of the Code.
A completed application along with other documentation have been submitted to the
Village. Mr. Sarrafi and his son have submitted to fingerprinting and background
checks. Should the Board consider this request favorably, a Motion authorizing change
of ownership would be in order.
