DISPOSE An ordinance was presented for first reading, which would authorize OF the disposal of department uniforms and mowing equipment, by the PROPERTY Fire and Public Works Departments, The Fire Department will dispose of used clothing by participating in an exchange program with other departments, and the Public Works Department will sell two mowers to the Arlington Heights Park District; the Mount Prospect Park District had indicated that they were not interested in purchasing the mowers. Scotty's had originally planned to relocate to Mount Prospect with the Board's suppor~ of their Page 4 - April 20, 1999 application for C~id ta~ relief plans, both from Cook County and the Village. Scotty's n~'longer has plans to conduct business within the RES. Trustee Nocchi, seconded by Trustee Clowes, moved for approval of NO. 18-99 Resolution No. 18-99: A RESOLUTION TO REPEAL RESOLUTION NO. 6-99 AND RESOLUTION NO, 7-99 RELATIVE TO BEACON HOME DIRECT, INC, D/B/A SCOTTY'S HOME MARKET MAKING APELICATION FOR COOK COUNTY CLASS 6B TAX ABATEMENT AND FOR CERTAIN TAX RELIEF Upon roll call: Ayes: Clowes, Hoefert, Lohrstorfer, Nocchi Nays: None Motion carded. BID VILLAGE MANAGER'S REPORT RESULTS: Mr. Janonis presented the following bid results for catch basin and inlet repair: CATCH BASIN, INLET BIDDER AMOUNT REPAIR Suburban General Construction, Inc. $38,625.00 Glenbrook Excavating, inc. 42,300.00 Artley Paving & Contracting Corp. 45,350.00 Mr. Janonis explained that only $37,500.00 has been budgeted for this project, so quantities will be adjusted so the total expenditure will not exceed the budgeted amount. SUBURBAN GENERAL Trustee Nocchi, seconded by Trustee Clowes, moved to concur with CONSTR. the recommendation of staff to award the contract for catch basin and inlet repair to Suburban General Construction, Inc. for an amount not to exceed $37,500,00. Upon roll call: Ayes: Clowes, Hoefert, Lohrstorfer, Nocchi Nays: None Motion carried. Trustee Hoefert asked Glen Andler, Director of Public Works, to take a look at the inlets on Mount Prospect Road, along the parkway, specifically the height of them relative to the surrounding ground. Mr. Andler explained they are maintained by Cook County, but he would communicate with the them about this matter. UTILITY The following bid results were presented for one Toro Workman 4200 TRACTOR utility tractor:. J~ AMOUNT Chicago Turf & Irrigation $28,573.00 Tri State Turf & Irrigation 29,636.00 Kenny Corp. 31,435.00 Mr. Janonis stated that the original bid specifications included an optional trade-in allowance for two additional units, however, because of a very low trade-in value ($1500.00/unit), staff approached local park districts to see if there was a need for them. Arlington Heights Park District offered to purchase the equipment, therefore, the units were listed in Ordinance No. 5017, approved eadier at this meeting. CHGO. Trustee Hoefert, seconded by T~ustee Nocchi, moved to concur with TURF & the recommendation of staff to accept the bid from Chicago Turf & IRRIGATION Irrigation for one utility tractor, at a cost not to exceed $28,573.00. MELAS Mr. Janonis presented the following bid results for the Melas Park PARK Lighting Project, explaining that a total of sixteen lighting units will be LIGHTS installed in the south parking lot and along the main access road: ~ AMOUNT Home Towne Electric, inc. $108,091,00 Hecker and Company, inc, 114,470.00 HOME TOWNE Trustee Clowes, seconded by Trustee _ohrstorfer. moved to concur ELECTRIC with the recommendation of staff and award the contract for the Melas Park Lighting Project to Home Towne Electric, Inc. in an amount not to exceed $108.091.00. Currently, $78,000.00 is allocated in the budget for this project, therefore, the remaining $30,091.00 will come from funds previously budgeted for the BusselAIgonquin/Dempater street lighting project. Trustee Clowes suggested that. in future memorandums relative to street repairs, staff should include the last repair date for each street, for the Board members' information; Mr. Andler res[}onded positively. Page 6 - Apd120,1999 A request was pre§ented for a Change Order No. 1 in the amount ol~ $15,905.67 for DeKaf Construction Company to install bike/jogging CHANGE paths at Melas Patk~ ~ :':~: ;:' ~. ORDER: BIKE& Mr, Janonis explained that in March 1999 a contract for $223,078.30 ~ JOGGING was awarded to DeKaf Construction for this same project, however, PATH some options were eliminated due to the lack of funds. Since that time, Arlington Heights and Mount Prospect Park Districts have agreed to assist the Village in covering the additional costs for a revised version of Option 4. Trustee Nocchi, seconded by Trustee Lohrstorfer, moved to approve Change Order No. 1 for DeKaf Construction Company, for the Melas DEKAF Park bike/jogging path project, in the amount of $15,905.67. Trustee Clowes expressed his saris.faction with the progress that has been made regarding the bike/joggin~ path project. Sean Dorsey, Deputy Director of Public Works, presented a request for · approval of a three-year contract for water meter installation, testing, reading, and building to HBK Water Meter Service in an amount not to exceed $67,900. He stated that three vendors were sent Requests for Propocals, but only HBK responded; HBK has been the Village's water meter installation contractor for the last nine years. Trustee Hoefert, seconded by Trustee Clowes, moved to concur with staff's recommendation of a three-year contract being awarded to HBK Water Meter Service for the above services in an amount not to exceed $67,900. WATER """" METERS Upon roll call: Ayes: Clowes, Hoefert, Lohrstorfer, Nocchi Nays: None Motion carried, Deputy Police Chief Ron Richardson, and Jim Guenther Public Works Fleet Supervisor, presented the Board with a proposal to refurbish six HBK WATER police squad cars, and requested authorization to purchase one METER SVC. detective car. Shaheen Chevrolet of Lansing, Michigan submitted a proposal to refurbish the six 1996 Chevrolet Caprice patrol squad cars at a cost of POLICE approximately $11,000 per vehicte, and Miles Chevrolet in Decatur, SQUAD Illinois submitted a proposal for the sale of one Chevrolet Lumina CARS sedan, in a police package, for $18,500 under the current state bid award. Trustee Hoefert, seconded by Trustee Nocchi, moved to waive the bid process for the refurbishing of six patrol squad cars at a cost not to exceed $66,000. NETWORK Assistant Village Manager David Strahl presented a request to waive BACKBONE the bid orocass and accept an upgrade for the Viltage com0uter UPGRADE network backbone system, He explained that the backbone refers to the wiraline connection between computer servers for data transfer and communications, allowing large amounts of data to be transmitted between Village departments. He requested a waiver of the bidding process for the installation of a network backbone upgrade. Additionally. he recommended the Village enter into a contract to purchase the upgrade from Fujitsu in an amount not to exceed $71,611, and enter into a maintenance agreement with Fujitsu for an annual amount not to exceed $8,985. Trustee Hoefert, seconded by Trustee Lohrstoder. moved to waive the bidding process for the installation of a computer network backbone upgrade. FUJITSU Trustee Hoefert, seconded by Trustee Nocchi, moved to concur with the recommendation of staff and enter into a contract with Fujitsu for a computer network backbone upgrade in an amount not to exceed $71,611, and a maintenance agreement for an annual amount not to exceed $8.985. STATUS REPORT Mr, Janonis reminded the audience of the "Welcome New Residents" coffee scheduled for Saturday, April 24, He extended an invitation tc the Board and the press to accompany him to Viltage Hall immediately after the meeting for a brief tour, to see the proposea remodeling/relocation of offices; this was in response to recent inquiries from Trustee CIowes about future plans for the building. OTHER ANY OTHER BUSINESS BUSINESS Trustee CIowes complimented the Fire Department on their "in-house" newsletter. Trustee Nocchi asked the Board to consider funding a private traffic control company to assist with downtown traffic regulation and detours dudng the Elmhurst Road construction, or budgeting for overtime compensation for police officers. Following a bdefdfscussion. Mr. Janonis stated that this would be considered dudng the upcoming budget sessions.
