MAYOR'S REPORT PROCLAMATION: Mayor Farley proclaimed the week of May 9 - 14 as Public Works PUBLIC WORKS WEEK Week in the Village. PRESENTATION: Mayor Farley presented a plaque to Finance Director David Jepson, DAVID JEPSON - which plaque was issued by the Governmental Finance Officers EXCELLENCE IN Association in recognition of Excellence in Financial Reporting. It FINANCIAL REPORTING was noted that this is the 10th year Mr. Jepson has received this award. PRESENTATION: Trustee Wilks presented a book to Mayor Farley. The book contained FAIRVIEW SCHOOL TO pictures colored and/or decorated by all the students at Fairview MAYOR - ARBOR DAY Elementary School in observance of Arbor Day APPOINTMENTS Mayor Farley had no appointments. AMEND OLD The Ordinance authorizing an amendment to the Old Orchard ORCHARD CONSENT Consent Decree relative to the development of Creekside DECREE 65 CH 5300 Condominiums was presented for 2nd reading, however, this matter will be deferred until the actual amendment has been reviewed and ready for approval. Page 2 - May 3, 1994 ZBA 2-CU-94, 1814 Bonita Avenue ZBA 2-CU-94 An Ordinance was presented for first reading that would grant a 1814 BONITA Conditional Use to allow a detached garage designed to house more than 2 motor vehicles, allowing a 528 square foot addition to the existing garage. The Zoning Board of Appeals recommended granting this request by a vote of 7-0. Trustee Hoefert, seconded by Trustee Corcoran, moved to waive the rule requiring two readings of an Ordinance. ZBA 9-A-94, Text Amendment ZBA 9-A-94 An Ordinance was presented for first reading that would amend CONVALESCENT/ Chapter 14 (Zoning Ordinance) Article XlV to allow a convalescent NURSING HOME home-nursing home as a Conditional Use in an R-5 District. The Zoning Board of Appeals recommended granting this request by a vote of 6-1. This Ordinance will be presented May 17th for second reading. ZBA 10-Z-94 and ZBA 11-CU-94, 350 North Wolf Road ZBA 10-Z-94 & Ordinances were presented for first readings that would rezone ZBA 11-CU-94 the subject property from O-R (Office Research) Distdct 350 N. WOLF RD to R-5 (Senior Citizens Residence) District and grant a Conditional Use to allow a convalescent-nursing home. The Zoning Board of Appeals recommended granting the rezoning and Conditional Use by votes of 7-0. Mayor Farley stated that the Petitioner is awaiting a decision from the State of Illinois as to whether a Certificete of Need will be issued. These Ordinances will be presented for second readings on May 17th. NEW BUSINESS A Resolution, was presented that authorized the release of specified EXECUTIVE minutes of Executive Sessions. MUTUAL AID: A Resolution was presented that would authorize a Mutual Aid PROSPECT HEIGHTS (AutomaticAid) Agraement between Mount Prospect Fire Department FIRE PROTECTION and the Prospect Heights Fire Protection District, effective DISTRICT June 1, 1994. Trustee Hoefert, seconded by Trustee Wilks, moved for passage of RES.NO. 19-94 Resolution No. 19-94 A RESOLUTION AUTHORIZING EXECUTION OF AN AUTOMATIC AID AGREEMENT WITH PROSPECT HEIGHTS FIRE PROTECTION DISTRICT Upon roll cell: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks ~ Nays: None Motion cerried. SELL PROPERTY: An Ordinance was presented for first reading that would authorize the CABINETS sale of miscellaneous kitchen cebinets and range hood through an auction. ORD.NO. 4642 Trustee Wilks, seconded by Trustee Hoefert, moved for passage of Ordinance No. 4642. AN ORDINANCE AUTHORIZING THE DISPOSAL OF ~ MISCELLANEOUS PROPERTY OWNED BY THE VILLAGE OF MOUNT PROSPECT Upon roll cell: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion cerried. Page 4 - May 3, 1994 Trustee Hoefert asked that in the event no one bids on the cabinets, that the administration divert the metal cabinets from the landfill. An Ordinance was presented for first reading that would amend AMEND CH. 8 Article XVI of Chapter 8 of the Village Code by reducing the UTILITY TAX recently enacted Ut. ility Tax to 1.942% and provides for the tax to be collected on the actual utility use and not applied to taxes of any other governmental entity. Trustee Corcoren, seconded by Trustee Clowes, moved to waive the rule requiring two readings of an Ordinance. Upon roll call: Ayes: Clowes, Corcoren, Hoefert, Skowron, Wilks Nays: None Motion carried. Trustee Corcoran, seconded by Trustee Wilks, moved for passage ORD.NO. 4643 of Ordinance No. 4643 AN ORDINANCE AMENDING ARTICLE XVl ENTITLED "UTILITY TAX" OF CHAPTER 8 OF THE VILLAGE CODE Upon roll call: Ayes: Clowes, Corcoren, Hoefert, Skowron, Wilks Nays: None Motion carried. An Ordinance was presented for first reading that would amend AMEND CH. 21 Chapter 21 (Building Code) by amending the Property Maintenance PROPERTY Code in its entirety. MAINTENANCE CODE This Ordinance will be presented May 17th for second reading. A request was presented to accept the improvements installed in IMPROVEMENTS: conjunction with the Euclid Video Store, located at River Road and EUCLID VIDEO Euclid Avenue. STORE Trustee Corcoran, seconded by Trustee Skowron, moved to accept the improvements, both public and pdvata, installed in conjunction with the development of the Euclid Video Store (River Road & Euclid Avenue). Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. VILLAGE MANAGER'S REPORT Village Manager Michael E. Janonis presented the following bid BID RESULTS: results. Page 5 - May 3, 1994 FIRE DEPT. The following bids were received for 27 different items available to CLOTHING members of the Fire Department from their clothing allowance: Bidder Amount Kale $10, 938.15 Krest $11,400.65 KALE UNIFORMS Trustee Wilks, seconded by Trustee Corcoran, moved to concur with the recommendation of the administration and accept the Iow qualified bid submitted by Kale Uniforms to purchase various clothing items in an amount not to exceed $10,938.15. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. WORKOUT CLOTHING One bid was received for workout clothing for the Fire Department. That bid was submitted by Connections Unlimited in an amount of $6,550.62, which amount exceeded the budgeted amount for these items. The administration recommended rejecting this bid and re-bid the workout clothes. Trustee Corcoran, seconded by Trustee Skowron, moved to concur with the recommendation of the administration and reject the bid submitted by Connections Unlimited for Fire Department workout clothing. Upon roll call: Ayes: Clowes, 'Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. WORKOUT FOOTWEAR Bids were requested for workout footwear for the Fire Department. The bid received was from Footlocker, which provided for a 20% discount.' This discount has been offered for the past 6 years. FOOTLOCKER Trustee Corcoran, seconded by Trustee Wilks, moved to concur with the recommendation of the administration and accept the bid submitted by Footlocker to give a 20% discount off purchases of workout footwear. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. The administration stated that Szabo Contracting, Inc. had done work for the Village before, however, that project exceeded the time necessery to complete the project and the administration expressed a reluctance to award another large project to this company. Trustee Corcoran, seconded by Trustee Hoefert, moved to concur with the recommendation of the administration and accept the Iow responsible bid submitted by John Neri Construction Co., Inc. in an amount not to exceed $ 924,390 for the Stevenson/Thayer sewer project. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carded. The following bids were received for the resurfacing program: RESURFAClNG Bidder Amount Arrow Road Construction $1,469,604.38 Allied Asphalt Paving $1,589,790.90 J. A. Johnson Paving $1,823,258.27 It was noted by administration that the budget for this program provides for $1,300,000.00 and recommends accepting the Iow qualified bid in an amount not to exceed the budgeted amount. Page 7 - May 3, 1994 ARROW ROAD Trustee Wilks, seconded by Trustee Clowes, moved to concur with the recommendation of the administration and accept the Iow responsible bid submitted by Arrow Road Construction in an amount not to exceed the budgeted amount of $1,300,000.00. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, WIIks Nays: None Motion carried. CABLE T,V. The following bids were received for the maintenance of'the Cable MAINTENANCE T,V. equipment: Bidder Amount Video Images $12,848.75 ROSCOR $15,000.00 Swiderski Electronics $22,995.00 It was noted by administration that these bids exceed the amount budgeted for this item therefore the recommendation is to reject these bids and for staff to perform maintenance on the equipment. Trustee Wilks, seconded by Trustee Hoefert, moved to concur with the recommendation of the administration and reject all bids received for the Cable T.V. maintenance contract. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. CABLE T.V. The following bids were received for three-chip (CCD) replacement CAMERAS cameras: Bidder Amount Swiderski Electronics $37,153.00 ROSCOR $40,172.00 Video Images $41,474.00 It was noted that Swiderski had informed the administration that the bid submitted for these cameras may contain a calculation error which made the bid lower than intended. However, it was also noted by administration that the bid specifications did contain language that would prohibit a bidder from withdrawing their bid. It was the recommendation of the administration, through legal counsel, that the motion include language that, in the event Swiderski did not meet their bid, would allow the Village to accept the next Iow bid. SWIDERSKI/ Trustee Skowron, seconded by Trustee Hoefert, moved to ROSCOR concur with the recommendation of the administration and authorize staff to accept any conforming bid not to exceed $40,172.00. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. Page 8 - May 3, 1994 Mr. Janonis will inform the Board as to the outcome of the negotiations with Swiderski relative to this bid. POOR Trustee Hoefert stated that the cable transmission into homes CABLE has been very poor and asked what can be done to rectify this TRANSMISSION problem. Mrs. Pasalic, Cable Coordinator for the Village, stated that TCI had informed her that their modulator located within the cable studio is defective and will be replaced. It was the recommendation of the administration that the old DONATE T.V. cameras to be replaced be donated to School District 57. TV CAMERAS Trustee Wilks, seconded by Trustee Hoefert, moved to concur with the recommendation of the administration and donate the T.V. cameras to be replaced to School District 57. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. Trustee Hoefert left the meeting for a brief period. The following proposals were received to provide the consulting. CONSULTING engineering services for the construction of the Stevenson/ ENGINEER Thayer sewer project: STEVENSON/ THAYER Bidder Amount SEWER Stanley Construction $51,000 Civiltech Engineering $61,059 Rust Environment & Infrastructure $64,724 Trustee Corcoran, seconded by Trustee Clowes, moved to concur STANLEY with the recommendation of the administration and accept the CONSTR. proposal submitted by Stanley Construction to provide the engineering and inspection services involved with the Stevenson/ Thayer sewer project in an amount not to exceed $51,000. Upon roll call: Ayes: Clowes, Corcoren, Skowron, Wilks Nays: None Motion carried. Trustee Hoefert returned to the meeting at this point. Mr. Janonis presented the results of the Northwest Municipal CRACK Conference joint purchase bid for crack sealing materials. SEALING It was noted that Behm Pavement was the Iow bidder at $1.04 per pound. Trustee Hoefert, seconded by Trustee Corcoran, moved to BEHM concur with the recommendation of the administration anti PAVEMENT the Northwest Municipal Conference to accept the bid submitted Page 9 - May 3,1994 by Behm Pavement for crack sealing materials in an amount not to exceed $28,500.00. Upon roll call: Ayes: Clowes, Corcoran, Hoefert, Skowron, Wilks Nays: None Motion carried. ARC DISPOSAL Village Manager Janonis noted that discussion had taken place at the EXTEND CONTRACT last Committee of the Whole meeting relative to accepting the option offered by ARC Disposal to extend the 3 year contract between the Village and ARC for an additional 2 years. Trustee Hoefert, seconded by Trustee Corcoran, moved to authorize the 3-year contract with ARC Disposal effective July, 1994 to be extended for an additional 2 years. TRUSTEE COMMENTS LIONS PARK SCHOOL Trustee Clowes stated that it was his understanding that the parking lot originally proposed for new Lions Park Elementary School would not be off Moehling, however, he noted in a recent cemmunicetion from the Village Manager that parking off that road was discussed. Trustee Clowes asked that there be an understanding as to the actual building plans. EXECUTIVE .SESSION EXECUTIVE SESSION Trustee Hoefert, seconded by Trustee Skowron, moved to adjourn into Executive Session for the purpose of discussing property acquisition and personnel.
