Those present: Mayor Wilks, Trustee Michaele Skowron, Assistant Village Manager David Strahl, and Fire Chief Mike Figolah. Residents in Attendance: Carol Tortarello Lee Williams David Schein Mary Kay Risler Conrad May Kathy Beck Roger Kruse Don & Patty Burger Ken Koeppen Jim Uszler South Elmhurst Ave. North Albert Street North Ego Trail East Milburn South Can-Dota Callero Drive South Louis Street Bob-O-Link South Linneman Elm Street Mr. Kruse thanked the Board members for addressing some of recent concerns, which included patching of pot holes and trimming of bushes. Here are some new concerns that he requests to be resolved: · Bushes overhanging onto the sidewalks in the Lions Park neighborhood · Vehicles that do not stop at stop signs on William Street · The William Street bridge was recently sprayed with graffiti · Council Trail speed limit of 20 MPH is too slow - Mayor Wilks explained that the speed limits are being reviewed including those that may be too slow. · Complained about drivers that cross the yellow line when making turns. · Someone is feeding the birds at the Mount Prospect Plaza Shopping Center - appears to be in the middle of the shopping center. · Felt that any enhancements to the village hall entrance would be a waste of money · There is a large pot hole in the southeast corner (in the street) of Busse Avenue & Emerson Street near the crosswalk. Don & Patty Burger explained that they have been discussing their complaints about the Auto Barn (333 West Rand Road) with the Board since 2001 and problems continue to exist. The Burger's stated that while some corrections have been made in regards to parking lot lighting, noise issues have gotten worse. The following is a list of issues: · Parking lot lights have been left on all night on occasion · Continue to hear air tools, compressors, fans, horns and pressure washers from 7 AM until 11 PM on a daily basis. · Last Sunday a repair service was working on the car wash at 11 :30 PM. · The Burger's call the car dealer to complain, but that has become confrontational an ineffective. The most recent answer from the dealer was that they are not going to do anything (to correct the complaint) since they pay a lot of taxes to the Village. Dave Strahl stated that he would discuss these issues with staff to see what could be done. Ken Koeppen asked about the recently added speed humps on See Gwun. Mayor Wilks and Trustee Skowron explained that there were multiple requests by residents on that street for the speed humps and that the Village decided to use See Gwun as a test site to evaluate the effectiveness of these traffic calming devices. Mr. Koeppen asked if it was possible to have the Police Departments mobile speed trailer visit South Linneman as he has witnessed some very fast drivers. Conrad May commented on the issue of banning smoking in restaurants and bars. He stated that while he was not a smoker the current system is working. His fear was if the Board created an ordinance that was too restrictive the local establishments would lose business. Mayor Wilks asked Mr. Conrad to e-mail his views on this subject so that his concerns could be shared with all of the Board members. Carol Tortarello informed the group that there will be a Bird Flu meeting at Motorola on May 18 for local municipalities. Mrs. Tortarello complained about bushes encroaching onto the public walkway and tall grass in the 200 South Ioka block. She then commented on the entrance to the village hall. She stated that she is in favor of leaving the pillars as they display the character that the village hall architecture should have. Mary Kay Risler asked why the Board was looking at the village hall entrance. She also asked if residents have complained about the entrance and when the Board was going to reveal the cost of any entrance modification plans. Mayor Wilks stated that she was not in favor of any modifications since she felt the current entrance was adequate. Trustee Skowron identified a couple of mistakes that occurred with the new village hall and the entrance is one of them. She explained that many residents have commented on the inability to find the front door for business. Trustee Skowron told the resident that the cost of the project will be made public when they feel it is time to do so. Mrs. Risler commented that there were a number of properties in her neighborhood that are not being maintained and that there should be a brochure going out to new residents illustrating property maintenance and other procedural information when they obtain the property transfer stamp. Mr. Strahl stated that a packet is already being provided to these new residents at the time of the property transfer. Mrs. Risler asked if she could get a copy of the handouts. Mr. Strahl told her she could get one through the Clerk's office. Mrs. Risler complained about UPS, lawn service, buses and other vehicles that think that it is alright to illegally park in posted no parking areas. A recent conversation with one of the truck drivers stated that the police will not ticket them. Lee Williams stated that there were traffic concerns into the town home complex where he lives and wondered if the Village would allow a one-way in and out into the complex. Mr. Strahl advised him that the town home property was private property and the Association could post their own traffic flows. Mr. Williams explained that back awhile ago the deli across the street from his town home complex was sprayed with graffiti and that the police told him that they would increase their presence to discourage any additional problems. Mr. Williams said that he has never seen that added police. Mr. Willaims complained that he has called the Village S times to complain about a property near his home that has grass 2S inches high. Mr. Strahl advised the resident that he was familiar with this residence and that a citation will be issued this week. Trustee Skowron explained that all of these property maintenance issues were the reason the Board discussed a sidewalk inspector concept. David Schein distributed his annual giving of four o'clock flower seeds. Mr. Shein also commented on the village hall entrance modification discussion. He recommended including 24- hour access for some services; possibly through a kiosk. Mr. Shein also made a suggestion to include a map of the Village in the community room and to include a larger map (geographic size) for the viewing audience during Board meetings. He stated that the maps recently used only show a neighborhood and should include a larger geographic area. Kathy Beck stated that she was stopping by just to pay a bill and stopped in to attend the meeting. She stated that she had difficulty identifying where to drop off a payment and supported the idea of improving the entrance to the village hall. She went on to state that she was glad she stopped by for this informal meeting and is going to recommend coming with others. The meeting was adjourned at 11 :00 am.
