Chairperson Arlene Juracek called the meeting to order at 7:30 p.m. Richard Rogers moved to approve the minutes of the February 23, 2006 meeting and Joseph Donnelly seconded the motion. The motion was approved 6-0; Ronald Roberts abstained from the vote. Chair Juracek informed the Commission that the Petitioners for cases PZ-40-05, PZ-05-06, and PZ-06-06 requested their cases be continued. Richard Rogers motioned to continue the three cases to the May 25, 2006 Planning and Zoning Meeting; Joseph Donnelly seconded the motion. The motion was approved 7-0. After hearing one prior case, Chairperson Juracek introduced Case No. PZ-IO-06; a Variation request for sign area and height, at 8:09 p.m. Jason Zawila, Long Range Planner, summarized the case. He stated that the Subject Property is located at the southwest comer of Busse Avenue and Emerson Street, and consists of a 5-story mixed used development, currently under construction, that will include retail space and condominiums. He said the Subject Property is zoned B5C Central Commercial Core and is bordered by the B5C District on all sides, with an Rl Single Family District is to the northeast. Mr. Zawila showed several exhibits stating that the overall area of each sign will measure 108 square feet, and will be displayed at a height of 32 feet, 4 inches (32' 4") on the west, east, north, and south elevations of the Emerson. He said each sign will be constructed of reinforced vinyl and securely attached to each facade of the building. He stated that Village Code Section 7.325.G.l permits temporary signs to be displayed for a period not to exceed one year. Mr. Zawila stated that the Petitioner is seeking relief from Sign Code regulations that limit the maximum size of a temporary sign to 50 square feet and would like to install four (4) temporary signs that measure 108 square feet. He said the Petitioner is also seeking relief from the Sign Code regulations which limits the installation of a temporary sign to a height of 30 feet (30') from finished grade or two (2) stories, whichever is less. He stated that Arlene Juracek, Chair Planning & Zoning Commission Meeting April 27, 2006 PZ-10-06 Page 2 the Petitioner would like to install all signs at a height of 32 feet, 4 inches (32' 4"). He said Staff found the design of the proposed signs would not create a negative impact on adjacent properties, increase the danger of traffic problems or endanger the public safety. Mr. Zawila stated that the variation would allow better visibility of information from both arterial roadways, Northwest Highway and Route 83; and would adhere to the development agreement which states that the "Village will cooperate with [Norwood Emerson, LLC] for a reasonable amount of signage for sale and leasing of the development and for events intended to attract prospective buyers and retailers to the development site during sale and leasing of the improvements." Mr. Zawila said based on the presented analysis, Staff recommends that the Planning & Zoning Commission approve the four (4) proposed 108 square foot temporary signs as presented at 100 S. Emerson St. He stated that the Planning & Zoning Commission's decision is final for this case. Chair Juracek asked if the commission had questions for staff. Joseph Donnelly asked if there was a limit on the amount oftime the signs could be displayed. Mr. Zawila stated the time limit is one-year. Jennifer Tammen of Norwood Emerson, LLC, 7458 N. Harlem Ave., Chicago, IL 60631, was sworn in earlier in the evening. She thanked Staff for a comprehensive presentation. Ms. Tammen gave a brief presentation, demonstrating the plans for the placement of the signage. Chairperson Juracek called for additional comments. Hearing none, the public hearing was closed at 8:15 pm. Richard Rogers made a motion to approve the sign variation at 100 S. Emerson, PZ-10-06; Joseph Donnelly seconded the motion. UPON ROLL CALL: AYES: Donnelly, Floros, Haaland, Roberts, Rogers, Youngquist, and Juracek NAYS: None Motion was approved 7-0. Joseph Donnelly made a motion to adjourn the meeting at 8:17 pm, seconded by Marlys Haaland. The motion was approved by a voice vote and the meeting was adjourned. ~ /-1. . .
