AN ORDINANCE CREATING A FINANCE CGMISSION
BE IT ORDAINED BY 1HE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF
MJUNf PROSPECT, COOK COUNIY, ILLINOIS:
SECTION ONE: That, pursuant to the power and authority given Home Rule
Units in Article VII of the 1970 Constitution of the State of Illinois,
Chapter 5 of the Mtmicipal Code of Mormt Prospect of 1957, as amended, be
and the same is hereby further amended by adding a new Article, Article XVII, /
thereto, creating and establishing a Finance Commission, for the Village of
Mount Prospect; so that said Article XVII of Chapter 5 shall hereafter be
and read as follows:

SECTION 5.1801, Creation and Punose. In that it is essential
to the econOIll1c welfare of the Vl lage of Mormt Prospec~ there is
hereby established a citizens' conunission which shall be known as
the Finance Connnission of the Village of Mormt Prospect for the
purpose of advising and assisting the Village President and Board
of Trustees in the maintenance of a sound and stable tax structure
for the Village.
SECTION 5.1802 Membership.
A. The voting members of the Finance Commission shall be nine (9)
residents of the Village of Mormt Prospect.
1. The Village President shall appoint the Chairman and
other members of this Commission with the advice and
consent of the Board of Trustees. In the determination
of such appointments, consideration shall be given to
the appointees' backgrormd relating to nnmicipal
finance and planning.
2. The terms of office to this Commission shall be for a period
of four (4) years, or until their successors are appointed
and qualified. However, members appointed at the onset shall
be for the following terms:
Two (2) members for an initial term ending April 30, 1980;
Two (2) members for an initial term ending April 30, 1979;
Two (2) members for an initial term ending April 30, 1978;
Two (2) members for an initial term ending April 30, 1977;
the Chairman for an initial term ending April 30, 1976.
Successors shall be appointed for four (4) year terms.

The ex-officio or non-voting members shall be the Village
President, the Chairman of the Fin~ce Committee of the
Board of Trustees, and the Finance Director.
SECTION 5.1.803 . Organization.
B.
A. Inunediately upon its organization, the Finance Commission shall
select from its membership a vice-chairman and a secretary. The
persons so selected shall serve for terms of one (1) year, and
may be reelected to said position.
B. The Commission shall adopt rules for the conduct of its meetings
and keep written minutes of all meetings and other proceedings.
C. All meetings of the Camnission shall be public and its minutes
shall be available for examination in the office of the Village
Clerk during regular business hours.

SECTION 5.180 4,Duties and Responsibili ties. In advising and assistin
the Village President and Board of Trustees, . the Finance Cammission
shall. have the following powers, duties and obligations, the exercise
of whlch shall be dedicated to the promotion of the public interest and
the enhancement of the tax base of the Village of Mormt Prospect.
A. To survey the contribution made to the Village tax
base by each piece of property within the Village
and keep this information current.
B. To establish a permanent sub-committee within such
Finance Cammission consisting of not less than
three (3) members including the vice-chairman. This
sub-committee shall each year prepare a hypothetical
Village Budget for the fiscal period two (2) years
in the future.

C. To make findings and recommendations regarding such
charges as the Village President may make to the
Commission from time to time.
D. To make periodic reports on its progress and findings
and to make its recommendations to the President and
Board of Trustees regularly, but not less than every
six (6) months."
SECTION TI\D: That this Ordinance shall be in full force and effect from and
after its passage, approval, and publication in the manner provided by law.
