COONEY JR., DIRECTOR OF COMMUNITY DEVELO MARCH 1, 2006 EDOC -INDUCEMENT RESOLUTION SUPPORTING COOK COUNTY CLASS 6B PROPERTY TAX ABATEMENT APPLICATION Staff has been working with representatives from eDOC in an effort to relocate their manufacturing facilities to Mount Prospect. eDOC had previously been located in Wheeling and recently purchased the long-vacant building at 555 Business Center Drive. They are requesting support from the Village in the form of an inducement resolution so that they may pursue the Class 6b designation from Cook County. eDOC purchased the 33,000 square foot office in November and has located their office and production facilities at this location. They provide turnkey print management solutions to worldwide organizations. Attached to this memorandum is a brochure that provides full details of eDOC's operations. They currently employ 75 individuals at the new facility and enjoy annual sales of over $15 million. I have attached supporting information from eDOC relating to this request. Staff and eDOC' representatives will be present at the March 7th meeting to further discuss this matter. ~1~1~o~ ~ ma 2/27/06 RESOLUTION NO. -06 A RESOLUTION IN SUPPORT OF EDOC, 555 BUSINESS CENTER DRIVE, MOUNT PROSPECT, ILLINOIS, MAKING APPLICATION FOR COOK COUNTY CLASS 6B TAX ABATEMENT WHEREAS, the Village of Mount Prospect encourages community development to provide for economic growth and career opportunities; and WHEREAS, through property tax incentives offered by Cook County, various opportunities exist for new businesses to become established in the Village of Mount Prospect, Cook County; and WHEREAS, without the Cook County property tax incentives, the Village of Mount Prospect is at a competitive disadvantage with the neighboring counties of Lake and DuPage in attracting industrial development; and WHEREAS, eDOC has requested the Village of Mount Prospect to support its application for a Class 6B Real Property Classification at 555 Business Center Drive, Mount Prospect, Cook County (the Subject Property); and WHEREAS, the corporate authorities of the Village of Mount Prospect believe that their request is in the best interest of the economic development in the Village of Mount Prospect. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTINT IN THE EXERCISE OF THEIR HOME RULE POWERS: SECTION ONE: That the President and Board of Trustees of the Village of Mount Prospect do hereby support and consent to the application of eDOC, for a Class 6B Property Classification from Cook County, which allows a 16% assessment level for the first 10 years, 23 % in the 11 th year and 30% in the 12th year for the Subject Property located at 555 Business Center Drive and legally described for the property legally described as follows: LOT 108 IN KENSINGTON CENTER-PHASE THREE-A, BEING A SUBDIVISION AND RESUBDIVISION IN PART OF THE NORTHWEST X AND THE NORTHEAST X OF SECTION 35, TOWNSHIP 42 NORTH, RANGE 11, EAST OF THE THIRD PRINCIPAL MERIDIAN, AS PER PLAT THEREOF RECORDED MAY 4,1981, AS DOCUMENT NUMBER 25859082, IN COOK COUNTY, ILLINOIS. PIN (s) 03-35-1-2-009-0000 03-35-1-2-011-0000 Page 2/2 Class 6 Tax Abatement SECTION TWO: That the Village of Mount Prospect supports industrial growth, increased employment and economic development and this proposed development is in furtherance of this goal. The Board of Trustees of the Village of Mount Prospect further finds that this incentive is necessary for development to occur on the Subject Property. SECTION THREE: That development of the property is subject to compliance with all requirements of the 1-1 (Light Industrial) District and development standards of the Kensington Center for Business. SECTION FOUR: That this Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law. JANONIS, VILLAGE MANAGER DIRECTOR OF COMMUNITY DEVELOPMENT MARCH 3, 2005 RESOLUTION APPROVING THE 2006 OFFICIAL ZONING MAP ~ MEMORANDUM TO: FROM: SUBJECT: Attached to this memorandum is a resolution that adopts the 2006 Official Zoning Map for the Village of Mount Prospect. State Statutes require that the Village Board approve the Map by March 31 st of each year to reflect the changes that have occurred in the previous calendar year. Staff has completed all the necessary modifications to the Map and requests that the Village Board approve the attached resolution as submitted. Please forward this memorandum to the Village Board for the review and consideration at their March 7th meeting. Staff will be present at the meeting to further discuss this matter. c mla 3/2/06 RESOLUTION NO. -06 A RESOLUTION ADOPTING THE 2006 OFFICIAL ZONING MAP FOR THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY. ILLINOIS WHEREAS, as mandated by the Illinois Compiled Statutes 5/11-13-19, the Corporate Authorities shall cause to be published no later than March 31 of each year, a map showing the existing zoning uses, divisions, restrictions, regulations and classifications for such municipality for the preceding year. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS: SECTION ONE: The President and Board of Trustees of the Village of Mount Prospect do hereby adopt and approve the 2006 Mount Prospect Official Zoning Map, attached hereto and presented as "Exhibit A". SECTION TWO: This resolution shall be in full force and effect from and after its passage, approval and publication in the manner provided by law. Lisa Angell Village Clerk H:ICLKO\files\WINIRESlZoning Map,2006.doc mla 2/28/06 RESOLUTION NO. -06 A RESOLUTION AMENDING RESOLUTION NO. 3-05 DESIGNATING PERSONS TO BE EXEMPT FROM MOUNT PROSPECT MOTOR VEHICLE FEES WHEREAS, the corporate authorities of the Village of Mount Prospect have for many years issued motor vehicle license stickers or plates to certain persons in recognition of the public service rendered by them; and WHEREAS, the President and Board of Trustees of the Village of Mount Prospect desire to continue this practice, but to limit it primarily to individuals associated with the government of Mount Prospect and as specified herein. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS: SECTION ONE: That Resolution No. 3-05, preceded by Resolution No. 3-02, Resolution No. 20-00 and Resolution No. 16-95 is hereby repealed in its entirety. SECTION TWO: That the following persons shall receive a Mount Prospect motor vehicle sticker or plate without payment of the fee therefor, as established in both Chapter 17 and Appendix A- Division II of the Village Code of Mount Prospect, as amended, subject to the conditions set forth in SECTION FIVE of this Resolution: Audit Committee; Community Emergency Response Team (CERT), being a division of the Fire Department; Community Relations Commission; Economic Development Commission; Finance Commission; Board of Fire and Police Commissioners; Firemen's Pension Fund Board; Board of Library Trustees; Planning and Zoning Commission; Police Pension Fund Board; Safety Commission; b Page 2/3 Vehicle Sticker Exemptions Sister Cities Commission; Solid Waste Commission; Special Events Commission; Volunteer Fire Department; Youth Commission; Disabled Veterans of the Armed Services of the United States of America, whose motor vehicle bears registration plates issued pursuant to Section 625 ILCS 5/3-623 of "The Illinois Vehicle Code"; Ex-Prisoner of War, whose motor vehicle bears registration plates issued pursuant to Section 625 ILCS 5/3-620 of "The Illinois Vehicle Code"; Physically Handicapped Person, whose motor vehicle bears registration plates issued pursuant to Section 625 ILCS 5/3-616 of "The Illinois Vehicle Code," or who has an identification card duly authorized by a governmental agency indicating the person to whom the card is issued is permanently disabled; and as may be set forth in the Illinois Compiled Statutes. SECTION THREE: That the Village of Mount Prospect, the Mount Prospect Park District, the River Trails Park District, and School Districts 21,26,57,59 and 214, as well as all other vehicles having Illinois State license plates with the "School Bus" designation thereon shall be issued a Mount Prospect motor vehicle license sticker or plate for each vehicle owned and operated by such body, provided such vehicle is registered within the corporate limits of the Village of Mount Prospect. Upon the receipt of such license for such vehicle by such governmental agency, no fee, as established under the aforementioned Chapter 17 shall be paid therefor. SECTION FOUR: That any not-for-profit organization shall receive a Mount Prospect motor vehicle sticker or plate without payment of the fee therefor established under Chapter 17 of the Village Code of Mount Prospect for all vehicles bearing Illinois State license plates with the "School Bus" designation, provided that such vehicle is registered within the corporate limits of the Village of Mount Prospect. It is further provided that any not-for-profit organization shall receive no more than one (1) Mount Prospect motor vehicle sticker or plate without payment of the fee therefor, as established under the aforementioned Chapter 17 and Appendix A-Division II off the Village Code of Mount Prospect for a vehicle bearing Illinois State license plates with the "CV" designation, provided that such vehicle is registered within the corporate limits of the Village of Mount Prospect. SECTION FIVE: That no person shall receive a motor vehicle license plate without charge as provided in this Resolution, unless such person resides within the corporate limits of the Village of Mount Prospect and the motor vehicle for which the license sticker or plate issued is registered within the corporate limits of said Village. No person shall by virtue of this Resolution receive more than one (1) such vehicle license sticker or plate. Page 3/3 Vehicle Sticker Exemptions SECTION SIX: That the households of members of the Youth Commission shall be entitled to one (1) vehicle sticker subject to the conditions outlined above. SECTION SEVEN: This Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law.
