OMAR LOGAN Mayor Farley presented a Resolution that .acknowledged the contributions of Rev. Omar Logan, Pastor of Tdnity United Methodist ' Church on Golf Road, who after 15 years is being reassigned. RES. 14-94 Trustee Wilks, seconded by Trustee Hoefert, moved for passage of Resolution No. 14-94 A RESOLUTION ACKNOWLEDGING THE CONTRIBUTIONS OF REV. PROCLAMATION: Mayor Farley proclaimed Apdl 19, 1994 as '~'outh Service Day" in YOUTH SERVICE DAY Village and presented the Proclamation to Trustee Clowes on behalf of his work with the Iocel youth. APPOINTMENTS Mayor Farley had no appointments. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD DEBRIS Rich Bensen, 220 Autumn Lane, informed the Board that the area behind the former Courtesy Home Center on Rand Road has become a dumping site and asked the Village to take steps to have the area cleared of debris and possibly secure the area so that future dumping would be prohibited. OLD BUSINESS ZBA 71-Z-93 & ZBA 71-Z-93 and ZBA 72-SU-93, Northeast corner of Rand Road ZBA 72-SU-93 and Euclid Avenue It was noted that the Petitioner had continued these ceses in order to meet with neighboring residents to resolve some issues. It was noted that the Old Orchard Village Association had agreed to the proposal for four 5-story buildings with a total of 200 residential condominium units provided a left turn out of the proposed complex onto Schoenbeck Road be prohibited from the development. The Petitioner also stated that the developer will install a right turn lane for westbound traffic on Euclid Avenue onto Rand Road and into the development. It was also mentioned that the developer will install a second left turn lane off Schoenbeck onto Rand Road, which should relieve the traffic back-up Members of the Board expressed a desire to allow residents of the proposed development to turn left onto Schoenbeck Road, since it is a public street, the developer will be paying half the cost of the traffic signal an(3 it would be more convenient for those residents. The developer will check with the homeowners association relative to the proposal to allow left turns out of this development onto Schoenbeck Road, Page 2 - April 5, 1994 Trustee Wilks, seconded by Trustee Clowes, moved to grant the rezoning from R-1 to R-4 as requested for the property located at the northeast corner of Rand Road and Euclid Avenue. Upon roll call: Ayes: Clowes, Corcoran, Hoefert~ Skowron, VVilks Nays: Hendricks Motion carried. An Ordinance will be presented for first reading at the April 19th meeting of the Village Board. Trustee Wilks, seconded by Trustee Clowes, moved to grant the Special Use in the nature of a Planned Unit Development for the subject property, with the following conditions: 1. The Petitioner shall install a right-turn lane on westbound Euclid Avenue and pay all costs association with the installation. 2. The Petitioner shall install a deceleration lane at the project's Rand Road entrance. 3. The Schoenbeck access drive shall be designed to allow full movements in and out of the project. 4. The Petitioner shall submit detailed site plans, landscape lands, building elevations, engineering plans, floor plans, and signage elevations prior to approval of the amended Consent Decree. In addition, the Petitioner shall submit building material samples for staff review. 5. The Petitioner must submit a plat of subdivision for review and approval by the Plan Commission and the Village Board prior to issuance of any building permits. 6.The Petitioner shall comply with all Village Codes, policies and regulations. 7. An Ordinance will be presented for first reading at the April 19th meeting of the Village Board. Trustee Henddcks reported that he had met with the owner of PARKING: the vacant parcel at F~and Road and Louis Street in an effort to 200 N. LOUIS ST. have a portion of that vacant parcel sold to the owners of the Louis Anthony Beauty Shop at the corner of Louis and Rand Road in order to provide parking. Page 3 - April 5, 1994 Trustee Hendricks stated that he was unsuccessful in his efforts to have the owner of the vacant parcel to sell a small portion of the property for parking. -Village Manager Janonis stated that he will arrange for a neighborhood meeting with the latest information and will report back to the Board at the April 19th meeting. ZBA 4-CU-94 ZBA 4-CU-94, 1630-1632 West Algonquin Road (Plaza United 1630-1632 ALGONQUIN Shopping Center) PLAZA UNITED An Ordinance was presented for first reading that would grant a SHOPPING CENTER Conditional Use to allow for a Day Care Center and play area within this shopping center. The Zoning Board of Appeals recommended granting this request by a vote of 5-1. It was noted that the owner of the shopping canter has agreed to restrict the traffic in the area behind the shopping center to one-way, northbound. Trustee Hoefert, seconded by Trustee Clowes, moved to waive the rule requiring two readings on an Ordinance. ZBA 6-CU-94, Clocktower Place, Northwest Highway/Pine/Wille The following Ordinances were presented for first readings: An Ordinance Granting A Conditional Use in the Nature of a Planned Unit Development for Property Commonly Known as Mount Prospect Clocktower Place; An Ordinance Amending the Official Comprehensive Plan of the Village of Mount Prospect; and An Ordinance Granting a Modificetion from the Development Code for Property Commonly Known as Mount Prospect Clocktower Place. These Ordinances will be presented Apdl 19th for second readings, along with the Clocktower Place Plat of Subdivision. NEW BUSINESS ZBA 2-CU-94, 1814 Bonita Avenue ZBA 2-CU-94 The Petitioner is requesting a Conditional Use to allow a detached 1814 BONITA garage designed to house more than 2 motor vehicles, allowing a 528 square foot addition to the existing garage. The Zoning Board of Appeals recommended granting this request by a vote of 7-0. Members of the Board asked whether the satellite dish shown on the site plan was an approved item. Also, information was requested as to the number of large garages that have been approved by the Board, including when and where. Due to the fact that the Petitioner was not present, action on this matter was deferred Until the April 19th meeting. ZBA 8-CU-94, 1630-1636 W. Algonquin Road ZBA 8-CU-94 At the request of the Petitioner, this request for a Billiard Parlor 1630 ALGONQUIN has been withdrawn. A Resolution was presented that would authorize entering into EASEMENT: an Easement Agreement with the owners of the single family 1700 LINCOLN residence at 1700 West Lincoln Street. This easement is necessary in order to COntinue burying the storm water mains in the Hatlen Heights area. Bids were received for the purchase of shade trees, a complete SHADE TREES tabulation of those bid results is attached to these minutes. Page 7 - April 5, 1994 It was noted that the cost of these shade trees, $19,788.82, will be partially funded by a Small Business Administration Grant. A variety of trees were bid with the recommendation to award contracts with certain landscape contractors based on their Iow bid for specific species. ~ BC LANDSCAPE Trustee Wilks, seconded by Trustee Hoefert, moved to accept the bid submitted by BC Landscape for the purchase of Silver Linden and Magyar Ginkgo trees in an amount not to exceed $11,256.00. Upon roll call: Ayes: Clowes, Henddcks, Hoefert, Skowron Wilks Nays: None Motion carried. MC HENRY COUNTY Trustee Wilks, seconded by Trustee Hoefert, moved to accept the bid NURSERY submitted by McHenry County Nursery for the purchase of Northern Red Oak and Black Alder trees in an amount not to exceed $5,172.72. ARTHUR WAILER Trustee Wilks, seconded by Trustee Hoefert, moved to accept the bid submitted by Arthur Weiler for the purchase of Blue Ash trees in an amount not to exceed $3,360.00. Northwest Northshore Waste Control Groot Recycling/Waste Browning Ferris Industries It was noted that the bid specifications requested bids be submitted on an annual basis for 3 years with an option to renew for a longer period of time. A complete tabulation of the various bids is attached to these minutes. An in depth discussion of the alternatives included in the bid for these services took place at the March 29th Committee of the Whole meeting. Trustee Corcoran, seconded by Trustee Skowron, moved to ARC DISPOSAL concur with the recommendation of the administration and accept the Iow bid submitted ~3y ARC Disposal to provide the scavenger, recycling and yard waste disposal service for residential dwelling units for a 3 year period. There was discussion as to the benefits of accepting the proposal submitted by ARC Disposal to extend the scavenger, recycling and yard waste contract for an additional 2 years. The recommendation of the administration was to accept the proposal. Additional information will be provided for presentation at the next meeting of the Village Board on April 19th. A request was presented to increase the contract with Albrecht PINE/WILLE Enterprises for the soil testing and removal of soil at the Pine/ SITE: SOIL Wille redevelopment site. It was noted that various problems TESTING/REMOVAL became apparent after the project began, requiring additional work. The request was to increase the contract by an additional $111,219.00, $100,000 of which will be paid by the developer, ~ Pontarelli. Trustee Hoefert, seconded by Trustee Skowron, moved to concur ALBRECHT with the recommendation of the administration and authorize the ENTERPRISES contract with Albrecht Enterprises to 'be increased by $111,219. Page 9- April5,1994 PINE/VVILLE SITE A request was presented to increase the contract with Albrecht CONCRETE REMOVAL Enterprises as it pertains to the demolition anti removal of the buildings formerly located on the Pine/VVille redevelopment site. It was noted that once again, an unknown element was discovered when the demolition began, specifically concrete silos were found under the foundation, which added increased the cost of concrete removal by $7,509.00. ALBRECHT Trustee Hoefert, seconded by Trustee Corcoren, moved to increase the contract with Albrecht Enterprises for removing the concrete and debris located within the Pine/VVille redevelopment demolition site. Upon roll call: Ayes: Clowes, Corcoran, Hendricks, Hoefert, Skowron, Wilks Nays: None Motion carried. PINE/VVILLE SITE: A request was presented to consider accepting the Iow proposal NFRASTRUCTURE submitted by Rust Environment and Infrastructure in the amount of $63,930 to prepare the engineering for the Pine/Wille site relative to providing engineering services for the improvements, redesign, bid, and inspection, etc. involved with this area. RUST ENVIRONMENT Trustee Hoefert, seconded by Trustee Corcoran, moved to concur with the recommendation of the administration and aCCept the proposal submitted by Rust Environment and Infrastructure for the area bounded by Northwest Highway, Central Road, Pine and Wille Streets in an amount not to exceed $63,930.00. Upon roll call: Ayes: Clowes, Corcoran, Henddcks, Hoefert, Skowron, Wilks Nays: None Motion carried. Trustee Hoefert left the meeting for a brief period at this point. Upon roll call: Ayes: Clo~/es, Corcoren, Hendricks, Skowron, Wilks Nays: None Motion carried. Page 10 -April 5, 1994 Trustee Hoefert returned the meeting at this point. A request was presented to authorize payment to Arlington WILLOW Heights as the Mount Prospect's share of the Willow Lane repairs LANE made by Arlington Heights. It was noted that there is an REPAIRS agreement betweer~ neighboring communities to repair roadways that are located along the borders of each municipality and the appropriate municipality would provide reimbursement for those expenses. Trustee wilks, seconded by Trustee Corcoran, moved to authorize reimbursement to the Village of Arlington Heights in the amount of $5,338.70 for repairs to willow Lane at Tamarack. Upon roll call: Ayes: Clowes, Corcoran, Hendricks, Hoefert, Skowron, wilks Nays: None Motion carried. A request was presented to ratify the action taken by the RATIFY ACTION: Village Manager in authorizing the installation of a ladder from POLICE & FIRE the second floor to the attic of the Police and Fire BUILDING - Headquarters Building. This ladder provides the required A'I-I'IC LADDER access to the Air Conditioning and Heating equipment. The original ladder did not meet OSHA standards. The Village Manger stated that he had received quotes from the following contractors: · ---- Kerr Construction Co., Inc. $ 6,207 M & M Carpentry 7,100 Parcon Construction 8,400 Mr. Janonis stated that he had authorized Kerr Construction to install the ladder at a cost of $6,207.00. Trustee Hoefert, seconded by Trustee Skowron, moved to ratify the action taken by the Village Manager in authorizing the purchase and installation of a ladder by Kerr Construction, which ladder would provide access to the attic of the Police and Fire Headquarters Building in the amount of $6,207.00. A request was presented to waive the bidding procedure and WAIVE authorize entering into a contract with Insituform to reline BIDS: ,.... specific sewei' lines, It was noted that Insituform has a RELINE patented process therefore bids cannot be solicited, The SEWER LINES cost for the proposed areas to be rehabilitated is $89,890.00 Trustee wilks, seconded by Trustee Clowes, moved to waive the bidding procedure relative to rehabilitating sewer lines. Upon roll call: Ayes: Clowes, Corcoran, Hendricks, Hoefert, Skowron, Wilks Nays: None Motion carried. 1994/95 BUDGET An Ordinance was presented for first reading that would adopt the annual budget for fiscal year 1994/95. It was noted that a public headng will be held April 19th relative to the proposed budget. This Ordinance will be presented for 2nd reading at that meeting also. CABLE T.V. A request was presented to waive the bidding procedure and TECHNICAL REVIEW authorize entering into an agreement with Communications Support Corporation for technical review of the cable system in conjunction with the franchise renewal process. Trustee Corcoran seconded by Trustee Wilks, moved to waive the bidding procedure relative to providing the technical review process for Cable T.V. Upon roll call: Ayes: Clowes, Corcoran, Hendricks, Hoefert, Skowron, Wilks Nays: None Motion carded. COMMUNICATIONS Trustee Corcoran, seconded by Trustee Wilks, moved to enter into SUPPORT a contract with Communications Support Corporation in an amount CORPORATION not to exceed $8,000.00 to provide the technical review for the cable television. Upon roll call: Ayes: Clowes, Corcoran, Hendricks, Hoefert, Skowron, Wilks Nays: None Motion carried. TRUSTEE COMMENTS FENCE HEIGHT Trustee Hendricks requested the Board to reconsider the action taken at the last Board meeting in concurring with the recommendation of the Zoning Board of Appeals to permit a 20 foot section of fence at 2 North Edward Street to remain at the 6 foot height. No motion was made. 1009 NA WA TA Trustee Hendricks requested the administration check to see if thera was a violation at 1009 Na Wa Ta Trail, noting that he observed a boat parked in the front yard. This bid was for a planting program partially funded by a Small Business Ad~stration (SBA)Grant and thus only small businesses were eligible to bid. Because an SBA goal is to increase business opportunities for as many firms as possible, we were obliged to divide the work into two sepa- rate bids. Tb~ bid was for tree furn~b/n~g only; plan~ng will be handled under a separate contract. (See accompanying men~) Bid results are attached. We asked for bid prices for 1-1/2" d4~met~r trees of five pre- ferred species, as well asten addi~nn~_~alter~te species. Our intention was to orde= the site=hate species if we were unable to locate enough ~,~3~t¥ trees of th~prefe~re~species. Forestr!rpersorl~el have been visiting the low bid~i/~recent weeks to inspect their trees. Unfortunately, as has been~ the case all too ofte~ in recent yea=s, some of eb~ numserie~ hid on trees they did not have, or had only in limited quantities. Thus we were not able to find one of our preferred species (Tree Lilac) anywhere, and we were requested to go to the secon~ iow bidder for another (Silver Linden). Based on the bid prices and our visits to the nurseries, the following ch~t compares the total bi, price for 42 trees of each species we propose to order.
