MAYORS REPORT 2/7/06 PROCLAMATION "BLACK HISTORY MONTH" FEBRUARY, 2006 WHEREAS, African-American history is one of the great human chronicles of all times and is the story of men and women whose ancestors arrived on these shores in chains, but with extreme courage and faith, prevailed against centuries of slavery and discrimination to build lives for themselves and their families, and to contribute immeasurably to the strength and character of our nation; and WHEREAS, in 1926 Carter G. Woodson initiated Negro History Week, which, in 1976, was expanded to the entire month of February to recognize and celebrate contributions of African-Americans to our nation's culture and history; and WHEREAS, in every facet of United States history, African-Americans have made contributions, adding significantly to the strength of our nation; and NOW, THEREFORE, 1, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim February, 2006 as "BLACK HISTORY MONTH" and I encourage all citizens to take advantage of opportunities to educate themselves and raise awareness and appreciation of the history and contributions of African-Americans to our great nation, while striving to eliminate even the most minute evidence of discrimination towards all individuals. Lisa Angell, Village Clerk Dated this ih day of February, 2006 PROCLAMATION "AMERICAN HEART MONTH" FEBRUARY, 2006 WHEREAS, the month of February has been appropriately namedAmericanHeart Month by the American Heart Association; and WHEREAS, it is critical to empower citizens and increase our awareness of steps they we can take to reduce our risk of heart disease; and WHEREAS, the American Heart Association works every day to advance medical research, spread lifesaving knowledge and reaching out to people of all ages, to ensure stronger, longer lives for you and your loved ones. NOW, THEREFORE, Llrvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim February, 2006 to be "AMERICAN HEART MONTH" and I urge all citizens, especially those in Mount Prospect to familiarize themselves with the signs, symptoms, and treatments for cardiovascular disease so that we might begin to reduce the devastating impact it has upon our population. AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILUNOIS: SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized. Said list is hereby amended by decreasing the number of Class C-l Liquor Licenses by one (1) Dominick's Finer Foods, 1145 Mt. Prospect Plaza. WILKS AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER DATE: JANUARY 27,2006 SUBJECT: WUSUNG RESTAURANT, 1747-49 WEST ALGONQUIN ROAD, NEW CLASS S LIQUOR LICENSE On Tuesday, January 24, 2006, Village Manager Michael Janonis met with Mr. Daniel Lee, prospective owner of Wusung Restaurant, located at 1747-49 West Algonquin Road, regarding his request for a Class S Liquor License. The Class S designation provides for full liquor service in a restaurant/lounge setting. Wusung Restaurant is currently operating under a Class R License designation which provides for full service liquor at dining tables only. Mr. Lee is planning to use an existing Sushi bar as a lounge-type bar. Wusung Restaurant serves Korean cuisine and is open for lunch and dinner. Mr. Lee does not plan any immediate changes to the decor or menu. Mr. Lee has no previous experience in running a restaurant or with the service of alcohol. He has completed a Liquor Servers' Course and provided proof of same. Mr. Lee plans to have his brother, Nam Sup Lee become the eventual Manager of the restaurant. Nam Sup will be required to show proof of successfully completing a Liquor Servers' Course. The Village Manager discussed at length with Mr. Lee the Village's regulations regarding service to minor and over-service to intoxicated individuals. He also reviewed the Village's Fight Ordinance. Mr. Lee indicated he had read the Village's Liquor Code and understood its various requirements. Mr. Lee also indicated he understood that he, as owner, was responsible for the actions of his employees. Mr. Lee has submitted a completed application along with all fees and other required documentation. He and his brother have submitted to the required finger printing and background checks. Should the Village Board look favorably upon this application, it will require the creation of a new Class S Liquor License along with the deletion of the existing Class R Liquor License for this location. WILKS AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER DATE: FEBRUARY 3, 2006 SUBJECT: REQUEST FOR CLASS W LIQUOR LICENSE RICO'S TACOS, 1742 EAST KENSINGTON ROAD On Monday, January 30, 2006, the Village Manager met with Mr. Reynaldo Bolanos and Ms. Reyna Morales regarding their request to obtain a Class W Liquor License for the restaurant, Rico's Tacos. The Class W provides for the service of beer and wine at dining tables only. Rico's Tacos is an existing restaurant located in the Brentwood Shopping Center at the corner of Kensington and Wolf Roads. Rico's Tacos serves Mexican cuisine for lunch and dinner seven days a week. Mr. Bolanos and Ms. Morales would like to be able to offer beer and wine with meals as an enhancement to their menu. Neither Bolanos nor Morales have previous experience with liquor service. The Village Manager requested they complete a Certified Liquor Service Training Course. Both have completed such training and provided documentation evidencing same. The Village Manager reviewed with Mr. Bolanos and Ms. Morales the Village's particular sensitivity to the sale of alcohol to minors as well as over-service to intoxicated persons. The Village Manager informed the principals that they were responsible for the actions of all employees and that it was imperative to establish an appropriate training program as well as management oversight with regard to such sales. Both indicated they had read the Village Code and understood all of the requirements. Additionally, the Village Manager counseled both that the Village conducts regular "sting" operations involving underage adolescents and that the penalty for such Liquor Code violations could be quite severe. A completed application is on file with all required fees and documentation. The principals have submitted to fingerprinting and background checks. If considered favorably, adoption of an Ordinance creating a new Class W Liquor License would be in order.
