MAYOR'S REPORT ST A. 1 reading of AN ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) (EXHIBIT A) OF THE MOUNT PROSPECT VILLAGE CODE This ordinance deletes one (1) Class “R” liquor license issued to Giordano’s Restaurant, 1800 South Elmhurst Road and one (1) Class “V” liquor license issued to Around the Corner Market, 115 West Central Road. Both businesses have closed permanently. B. X. OLD BUSINESS A. PZ-46-05, 401-455 South Elmhurst Road, Townhomes (EXHIBIT B) nd 2 reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY COMMONLY KNOWN AS 401– 455 SOUTH ELMHURST ROAD This ordinance grants a Conditional Use Permit to convert the existing multi- family development to a Planned Unit Development. The Planning and and Zoning Commission has recommended approval by a vote of 6-0. XI. NEW BUSINESS A. Presentation by the Mount Prospect Downtown Merchants Association (MPDMA) The Downtown Merchants Association will present their new logo. B. Request approval to enter into a professional services contract with retail recruitment specialist (consultant) Cathy Maloney, in an amount not to exceed $39,000. The consultant will assist with the recruitment and placement of appropriate businesses within the Village’s central business district. st C. 1 reading of AN ORDINANCE AMENDING CHAPTERS 19, 21, 23 AND APPENDIX (EXHIBIT C) A - DIVISION II OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance amends the Health Regulations Code, the Building Code, Offenses and Miscellaneous Regulations and Appendix A – Division II to reflect changes in property maintenance standards, contractual agreements and reinspection fees. st D. 1 reading of AN ORDINANCE AMENDING CHAPTER 8, OF THE VILLAGE (EXHIBIT D) CODE OF MOUNT PROSPECT TO ESTABLISH ARTICLE XXI, ADMINISTRATIVE ADJUDICATION SYSTEM This ordinance establishes a procedure by which charges of Code violations can be equitably and efficiently adjudicated administratively by an Administrative Law Judge. st E. 1 reading of AN ORDINANCE AMENDING CHAPTER 20 (ANIMAL CONTROL) (EXHIBIT E) This ordinance amends Chapter 20 to meet current Cook County and the state of Illinois animal control regulations. F. A RESOLUTION AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL (EXHIBIT F) AGREEMENT BETWEEN THE VILLAGE OF MOUNT PROSPECT AND ALL THE TAXING DISTRICTS AFFECTED BY THE DISTRICT NO. 1 TAX INCREMENT REDEVELOPMENT AREA XII. VILLAGE MANAGER’S REPORT A. Request to authorize contractual services with Andres Medical Services for billing of ambulance user fees. B. Request to purchase ten (10) Ford Interceptor patrol squad cars ($215,000) and one (1) Chevrolet Impala detective car ($17,900). C. Authorization to participate in the Cook County Bureau of Information Technology and Automation Equipment Grant (Project Shield) sponsored by the Cook County Board. * Request approval to waive the bid process and purchase four (4) non-invasive D. blood pressure modules in an amount not to exceed $16,800. CLOSED SESSION LAND ACQUISITION 5 ILCS 120/2 (c) (5) - The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired. PERSONNEL 5 ILCS 120/2 (c) (1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity. LITIGATION 5 ILCS 120/2 (c) (11) - Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.
