HomeMy WebLinkAboutRes 55-05 12/06/2005 RESOLUTION NO. 55-05 A RESOLUTION CALLING FOR COUNTY ACTION WITH RESPECT TO VICIOUS ANIMALS Preamble It has become clear in recent years that the risk to society in keeping certain types of animals in urban and suburban areas greatly outweighs any right that an individual may claim in keeping such animals. Examples of animals which create such a risk are those whose species are principally found in the wild rather than as domestic pets and canine breeds such as pit bull terriers (American Staffordshire, American Pit Bull). Irrespective of the gentle nature of certain individual animals, species which are generally feral and canine breeds that have historically been bred for fighting are undeniably more prone to violent human attacks than generally domesticated species or in the case of pit bulls, other canine breeds. Each such attack creates a tragedy that might have been prevented. It is also clear that a vicious animal is no respecter of political boundaries. An out of control pit bull or other such animal would not stop its attacks at a boundary line between two municipalities. Therefore, any legislation prohibiting or otherwise regulating the keeping of vicious animals, in order to be effective, must be accomplished on an area wide basis. Moreover, rabies protection and other types of animal control measures have historically been addressed on a countywide basis. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That the Mayor and Board of Trustees of the Village of Mount Prospect, calls upon the County Board of Cook County to create and adopt an ordinance that appropriately defines and prohibits or strictly regulates the breeding or keeping of vicious animals throughout the County for the protection of all County residents. SECTION TWO: That this Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law.
