HomeMy WebLinkAboutRes 27-79 08/07/1979 ~ II II II I II II RESOLUTION NO. , 27-29 A RESOLUTION CALLING FOR A SPECIAL ELECTION TO SUBMIT TO HE VOTERS OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS THE PROPOSITION OF WHETHER THE OFFICE OF VILLAGE CLERK SHALL BECOME AN APPOINTED RATHER THAN ELECTED POSITION I ,i II II ~tate of Illinois, provides that a municipality with a population #f 25,000 or more is a home rule municipalitYi and li I' . iI WHEREAS, the Vlllage of Mount Prospect has a population in II ~xcess of 25,000 and is a home rule municipalitYi and !i II WHEREAS, Article 7, Section 6(f) of the Constitution of the Ii Mtate of Illinois provides that a home rule municipality may, II ~ubject to approval by referendum,provide for its officers, their II - ~anner of selection and term of officei and II WHEREAS, the Village of Mount Prospect now has an elected ;! ~illage Clerk with a four year term in accordance with the provisi n I' H ~f Section 3-5-9 of the Illinois Municipal Code, Illinois Revised !1 $tatutes, 1977, Chapter 24 & 3-5-9i and II 11 WHEREAS, the President and Board of Trustees of the Village ~f Mount Prospect have determined that it would be in the best trterest of the Village of Mount prospect for the Village Clerk to lie appointed by the Village Manager subject to the approval of ~1:::a::p::n::::: ::o:::c::e:::ent and Board of Trustees of the I ,I WHEREAS, the President and Board of Trustees have determined I II ~at a special election should be held on November 10, 1979 for I 1~e purpose of submitting the question of whether the Village cler1 1rOUld be appointed to the voters of the Village of Mount Prospect I II I 11 ! WHEREAS, Article 7, Section 6(a) of the Constitution of the II ,I II II I ~ conjunction with a referendum to be held by the Board of ~tbrary Directors of the Village of Mount Propsect on said date. Trustees of the Village of Mount Prospect, Cook County, Ii ,I t~ be held in the Village of Mount Prospect on November 10, 1979, 11 frrr the purpose of submitting to the voters of the Village of M~unt Prospect the following proposition: Ii I' ,I II II I L 'I II Ii II SECTION TWO: At said Special Electi.on on November 10, 1979, I t~ere shall also be submitted to the voters of the Village of I' M~unt Prospect, the following proposition proposed by the Board of I' L~braryDirectors of the Village of Mount Prospect: I' i! Ii p il 'II II !i I I i I l ~ Village I I I a follows: 1 Illinois I I NOW, THEREFORE, BE IT RESOLVED by the President and Board SECTION ONE: There is hereby called a special election Shall the Village Clerk of the Village of Mount Prospect be appointed by the Village Manager subject to the approval of such appointment by the President and Board of Trustees of the Village? Shall the annual library tax for maintenance and operation of the Mount Prospect Public Library in the Village of Mount Prospect be increased from 0.15% of full fair cash value to 0.23% of full fair cash value of all taxable property, as equalized or assessed by the Department of Local Government Affairs. SECTION THREE: The President and Board of Trustees of the of Mount Prospect shall hereafter adopt an ordinance settin f ~th the manner and procedure to be followed in the calling for an I I c '~duct of said Special Election on November 10, 1979 at which the I ,I aipresaid propositions shall be submitted to the voters of the 1 . Village of Mount Prospect. I SECTION FOUR: This Resolution shall be in full force and I [! eliect from and after its passage and approval in the manner I I provided by law.
