ST 1 MICHAEL HIGGINSON ND 2 ANDREW STEINWEG UNANIMOUS BY ALL MEMBERS MR. NORBERT BUDDE, CHICAGOLAND BICYCLE FEDERATION MR. NORBERT BUDDE, NORTH SUBURUBAN COORDINATOR FOR THE CHICAGOLAND BICYCLE FEDERATION, SPOKE TO THE YOUTH COMMISSION ON BEHALF OF HIS ORGANIZATION. MR. BUDDE GAVE AN INSIGHT INTO THE CHICAGOLAND BICYCLE FEDERATION AND THEIR GOAL TO PROMOTE BICYCLE FUN AND SAFETY. MR. BUDDE ALSO RELATED THE VARIOUS EVENTS THEY SPONSOR. IN KEEPING WITH THE YOUTH COMMISSION DISCUSSION ON BICYCLE HELMET SAFETY, MR. BUDDE SHARED HIS PERSONAL EXPERIENCE WHEN HE WAS BICYCLING WITH HIS SON. THEY WERE RIDING IN THE NETHERLANDS AND MR. BUDDE WAS WATCHING A WINDMILL WHEN HE STRUCK HIS SON’S BICYCLE CAUSING HIM TO SOMERSAULT OFF HIS BICYCLE. MR. BUDDE LANDED ON HIS BACK, CRUSHING HIS BICYCLE HELMET AND HE LOST HIS MEMORY FOR A FEW DAYS. MR. BUDDE RELATED HOW HIS INJURIES COULD HAVE BEEN MORE SEVERE IF HE HAD NOT BEEN WEARING HIS HELMET THAT DAY. MR. BUDDE DISTRIBUTED LITERATURE FOR PARENTS AND CHILDREN ON BICYCLE SAFETY TO ASSIST THE YOUTH COMMISSION WITH THEIR RESEARCH ON BICYCLE HELMET SAFETY FROM THE ILLINOIS DEPARTMENT OF TRANSPORTATION. HE ALSO SUPPLIED A LIST OF VIDEOS AVAILABLE. MR. BUDDE ADVISED OF A FEDERAL PROGRAM “SAFE ROUTES TO SCHOOL,” WHERE FUNDS ARE MADE AVAILABLE TO ILLINOIS COMMUNITIES TO MAKE SURE THEIR STREETS ARE MARKED PROPERLY FOR BICYCLISTS. HE STATED THEY HAVE A MEMBER IN THEIR ORGANIZATION THAT WORKS WITH COMMUNITES TO OBTAIN THESE MONIES FOR ASSISTANCE IN DESIGNING SAFE STREETS. MR. BUDDE ADVISED THAT THE CHICAGOLAND BICYCLE FEDERATION’S BELIEF IS THAT ANY ENCOURAGEMENT IS POSITIVE. THEY GENERALLY DO NOT RECOMMEND A LAW REQUIRING THE WEARING OF BICYCLE HELMETS BECAUSE IT CREATES AN UNHEALTHY RELATIONSHIP BETWEEN LAW OFFICERS AND YOUNG CYCLISTS. MAYOR VILLAGE MANAGER Gerald L. Zadel 50 South Emerson Street, Mount Prospect, Illinois 60056 MOUNT PROSPECT YOUTH COMMISSION MINUTES MAY 04, 2005 PAGE THREE BICYCLE HELMET COMMITTEE – ANDREW STEINWEG – NICOLE LOGISZ – JUSTYNA MILEWSKI, DEREK STEINWEG YOUTH COMMISSION MEMBERS CONTACTED LOCAL BUSINESS OWNERS AND DISCUSSED A POSSIBLE INCENTIVE PROGRAM FOR THE CHILDREN IN THE COMMUNITY PRACTICING GOOD BICYCLE SAFETY. VARIOUS OWNERS EXPRESSED A DESIRE TO PARTICIPATE AND WOULD COOPERATE WITH THE YOUTH COMMISION. DETAILS TO BE WORKED OUT IN THE COMING MONTHS. MEMBERS ALSO DISCUSSED WAYS OF ADVERTISING THE DISTRIBUTION OF THE REWARDS THROUGH LOCAL EVENTS, THE BIKE PATROL, THE LOCAL SCHOOLS, ETC. IT WAS ADDED THAT BICYCLE SAFETY COULD ALSO BE REINFORCED THROUGH SCHOOLS, PARK DISTRICTS AND LIBRARY PROGRAMS SPECIFICALLY TARGETING THE YOUNGER CHILDREN IN THE COMMUNITY. MEMBERS TO CHECK AVAILABILITY OF THE DISPLAY CASES AT THE MOUNT PROSPECT PUBLIC LIBRARY FOR A BICYCLE HELMET SAFETY DISPLAY. YOUTH COMMISSION TO RECOMMEND TO THE VILLAGE BOARD TO DEVELOP A PROGRAM THAT ENCOURAGES, THROUGH THE PARTICIPATION OF THE VILLAGE BOARD AND OTHER AGENCIES, THE WEARING OF HELMETS WHEN RIDING A BICYCLE, DEVELOP A REWARD PROGRAM, AND THE OVERALL EDUCTION OF THE COMMUNITY. THE YOUTH COMMISSION TO PRESENT THEIR RECOMMENDATION ON BICYCLE HELMET SAFETY TO THE VILLAGE BOARD AT THEIR MEETING ON TUESDAY, MAY 17, 2005. ADULT ADVISOR DAVID SCHEIN SUGGESTED A GREAT KICK OFF TO THIS INCENTIVE PROGRAM WOULD BE TH HAVING YOUTH COMMISSION MEMBERS RIDING THEIR BICYCLES IN THE 4 OF JULY PARADE AND PASSING OUT COUPONS TO CHILDREN WEARING BICYCLE HELMETS. MEMBERS DISCUSSED EXTENDING AN INVITATION TO MRS. WEISS AND HER FOURTH GRADE CLASS TO TH PARTICIPATE IN THE 4 OF JULY PARADE. YOUTH VIEW COMMITTEE – SARAH CORCORAN – MICHAEL ARTWOHL, TIMOTHY ARTWOHL, NICOLE BRAUS MEMBERS DISCUSSED HAVING THE BICYCLE HELMET SAFETY ISSUE THE NEXT TOPIC FOR A YOUTH VIEW TAPING. MOTION: TO CANCEL THE JULY YOUTH COMMISSION MEETING DUE TO SUMMER VACATION SCHEDULES. ST 1 MICHAEL HIGGINSON ND 2 MICHAEL ARTWOHL UNANIMOUS BY ALL MEMBERS ATTENDANCE AT MEETINGS ALL ALL MEMBERS ENCOURAGED TO ATTEND YOUTH COMMISSION MEETINGS.
