MINUTES
VILLAGE OF MOUNT PROSPECT
COFFEE WITH COUNCIL
SATURDAY, July 9, 2005
9:00 A.M.
Village Hall Community Center
The meeting was convened at 9:03 a.m. Those present were Mayor Irvana Wilks, and Trustees Tim
Corcoran and Michaele Skowron. Representing the Village were Assistant Village Manager Dave Strahl
and Human Services Director Nancy Morgan.

Margaret Wood, 619 N. Forest, had three concerns. 1) The condition of Kensington Rd. Trustee
Corcoran replied that this is a State road and the State will not repair it unless the Village agrees to
maintain it from the point the road is reconstructed. However, the Village will receive no State funds for
future this maintenance responsibility. 2) Emerson St, in front of Village Hall, is too narrow, and the
Library parking is dark. Mr. Strahl replied that the road was narrowed on purpose to slow down traffic,
however when the row homes are built the center-line of the road will shift east to widen the road. The
Library will be notified that about the lighting concern. 3) High School students speeding around the
school area. Trustee Skowron replied that by the end of the year, the Village will begin a Traffic
Control study that will incorporate phases that will review speed limits, traffic control signs and traffic
calming devices. Also, the unique circumstances of a neighborhood, such as pools, churches, schools will
be taken into consideration.
Carol Tortorello, 223 S. Elmhurst, raised a concern involving a dead tree on private property on the
corner of Candota and Lincoln. Mr. Strahl will report this to Public Works.
Katy and Bert Hanson, 103 Eastwood Ave. and Jean Skrzynski 100 N. Elmhurst Ave. voiced
concerns about their neighbor's evening spray painting, partying and general harassment. She called 911
on July 4 to report that her neighbors had dumped many empty beer bottles in her yard. Officer Nowak
was very helpful, and after speaking to the neighbors told Mrs. Hanson that they were doing these things
simply to aggravate her. She also brought in a sample of a foamy, oily liquid that was on her tomato
plants and complained of the ugly paint on the fence. Mayor Wilks said that she was proud that Mrs.
Hanson called 911 and encouraged her to again call so a record could be made. Mr. Strahl made
arrangements with Police Chief Eddington for a police representative to meet at her home after the
meeting and discuss clean up, etc. with the neighbors.
Lee Williams, 70 N. Albert St. summarized the history of his neighbor's installation of a new roof
without a permit three years ago. Since then, very little water is shed from her gutters and his gutters are
overflowing. Last August, he replaced his roof with a permit, but the Village has never signed off on it
because when the inspector came to the address, he did not bring a ladder. Because of the huge amount of
water running through his gutters during this past rain deluge on 7/4/05, the gutter ripped off his home.
Mr. Williams spoke to Mr. Cooney on Tuesday, 7/5/05 requesting the inspection of his new roof before
he repaired his gutter. Mr. Cooney assured him this would happen this week, however, there has been no
inspection. A question was raised if the neighbor's roof was properly pitched and if it ever passed the
inspection. After further discussion, Mr. Strahl said he would discuss this with Mr. Cooney, but also
added that a permit was not needed to repair a gutter.
David Schein, 512 Na Wa Ta, brought to the officials' attention that the property behind the Chicago
Title building is being used by A.J. Maggio as a dumping site and that there are survey stakes in the
ground. After a short discussion, Mr. Strahl said he would discuss this with Mr. Roe1s. Also, the Web
page discusses watering the parkway trees, but does not state on the even/odd days. Mr. Strahl said the
changes would be made.
Ken Ahlgren, 634 S. Edward, raised a concern about children playing in Weller Creek. They play in the
water in their swimming suits, crossover the water on debris placed in the creek bottom, use it as a potty
and there is drinking going on down there. After a discussion about the physical and potential disease
dangers of this practice, Mayor Wilks asked Mr. Strahl to work with the Park District in providing port-
a-potties and to post informational signs about the condition of the water.
As there was no more business to address, the meeting was adjourned at 10:55 a.m.
