HomeMy WebLinkAboutRes 25-05 04/19/2005 RESOLUTION NO. 2505 A RESOLUTION ACKNOWLEDGING THE CONTRIBUTIONS OF GERALD L. "SKIP" FARLEY TO THE VILLAGE OF MOUNT PROSPECT WHEREAS, GERALD L. FARLEY and his bride, JANICE, moved to the Village of Mount Prospect from Indianola, Iowa 32 years ago in 1973; and WHEREAS, early on, GERALD L. FARLEY began serving the community as a member of Trinity United Methodist Church, by co-chairing the "Hands Across Mount Prospect" event in 1976 and serving on the Mount Prospect Plan Commission from 1978 until 1979; and WHEREAS, GERALD L. FARLEY successfully ran for the office of Village Trustee in 1979 and was reelected to the office in 1983 and again in 1987, serving a total of ten years; and WHEREAS, GERALD L. FARLEY was duly elected as the tenth Mayor of the Village of Mount Prospect in 1989, was re-elected Mayor in 1993, and in 1997 waged a successful write-in reelection campaign after being removedfrom the official ballot on a technicality; and WHEREAS, in 2001, GERALD L. FARLEY was elected to his fourth and what has become his final term as Mayor of the Village of Mount Prospect, having served longer than any other Mayor in Mount Prospect history; and WHEREAS, throughout his tenure in public office, GERALD L. FARLEY has played an integral role in the growth and development of the Village of Mount Prospect during its most formative and challenging years; and WHEREAS, while serving as Mayor of the Village of Mount Prospect, GERALD L. FARLEY has championed a number of important capital improvement projects designed to enhance the curb appeal of the community and maintain its vital infrastructure, including a Village-wide Flood Control Program that substantially reduced the incidence of basement and overland flooding in Mount Prospect and a ten-year, multimillion dollar local Road Program to improve the overall,condition of Village roads; and WHEREAS, during his 16 years as Mayor, GERALD L. FARLEY has promoted and overseen many extensive downtown redevelopment initiatives, including the construction of the first dedicated Village Hall, which was occupied in August 2004; and WHEREAS, GERALD L. FARLEY, has worked to promote and enhance the civic and cultural life of the community through such events as the annual Celestial Celebration, the Shining Star Awards, Downtown Block Party, Winter Festival Parade and the establishment of a Sister Cities relationship with Sevres, France; and WHEREAS, during his tenure, Gerald L. Farley has continually advocated for cultural, religious and racial understanding within the Village, and in 2002 was the recipient of the Dr. Martin Luther King, Jr., "Excellence in Leadership Award;" and WHEREAS, GERALD L. FARLEY consistently, in the midst of economic transitions and challenges, maintained a fiscally conservative approach to funding local government operations that has resulted in maintaining Mount Prospect as an affordable and livable community; and WHEREAS, GERALD L. FARLEY has also utilized his knowledge, expertise and passion for community service to help address such regional issues as traffic congestion mitigation, 0 'Hare Airport noise reduction, solid waste management and Des Plaines River flooding through active membership in such national, regiqnal and state organizations including the United States Conference of Mayors, the Illinois Municipal League, the Metropolitan Mayors' Caucus and the Northwest Municipal Conferencé, the latter of which he served as its President in 1997; and WHEREAS, through his responsiveness to the citizenry, through his dedication and leadership" and through his intense love for this community, the Village of Mount Prospect remains one of the most desirable communities in the nortHwest suburbs. NOw, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That the Mayor and Board of Trustees of the Village of Mount Prospect do hereby acknowledge and recognize GERALD L. "SKIP" FARLEYfor his years of service to the community and wish him and JANICE a long andfulfillingfuture. SECTION TWO: That Friday, April 22, 2005 be de~ignated GERALD L. "SKIP" FARLEY Day in the Village of Mount Prospect. SECTION THREE: That an official copy of this Resolution be suitably prepared and presented to GERALD L. FARLEY as a perpetual memento. SECTION FOUR: That this Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law. A YES: Trustees Timothy J Corcoran, Paul Wm.
