COFFEE WITH COUNCIL
Saturday, April 9, 2005
09:00 a.m.
Community Room, Village Hall
Meeting convened at 9:00 AM. Those present: Mayor Farley, Trustee Tim Corcoran, Trustee Paul
Hoefert, Trustee Michaele Skowron, Village Manager Mike Janonis, and Fire Chief Mike Figolah.

Jim Chylik commented on the recent forum for candidates. He was specifically concerned that there
were: not enough questions asked, not enough audiences, and not enough people that showed up for the
gatherings. Mr. Chylik also stated that he thought the Coffee with Council should take place in the
neighborhoods. Mayor Farley explained that he shares the same concerns in regards to people getting
involved in the forum for candidates. Trustee Skowron explained that the Coffee with Council used to
move around to different neighborhoods, but the centrallocatiori works the best.
Walter Dick & Nick Honcharlik were both representatives of the Clock Tower Condominium
Association Board. They are looking for support to change a rule that requires 100% affirmative vote to
eliminate the ability of a condominium owner from renting his/her unit. They stated that the 100% vote
requirement was extreme and unreasonable. It is the only voting requirement that necessitates 100%
affirmative votes. The reason Mr. Dick & Mr. Honcharlik were concerned about this requirement is
because they felt that the majority of condominium owners wanted to eliminate the ability to rent units,
but a 100% is unachievable. Mr. Janonis said that he would check into the state statutes because he
thought this might be Illinois law. Trustee Corcoran stated that the local condominium rules are not
something the Village Board can change, but the Village Board would be discussing more strict
regulations for owners of rental unit similar to what the Village of Schaumburg has done in the near
future. The Village Board will also look at future condominium association rules to eliminate this rule in
the future if possible.
Mr. Dick & Mr. Honcharlik asked if the Village would consider renting meeting rooms to them for their
association meetings. They currently pay Prospect Heights for the use of a meeting room, but would like
to obtain a room close to their residences. Mr. Janonis stated that this has been brought up in the past and
will investigate the possibility and bring that information to the Village Board for their decision.
Carol Tortorello asked about enforcement of address numbers on homes. She stated that she has noticed
several homes in her neighborhood without any address markings. She asked Chief Figolah if this causes
problems for the fire and police departments when responding to incidents. Chief Figolah stated that the
mapping information available to police officers and firefighters indicate specific houses on the maps. So
they do not have to rely on address numbers. Of course well-defined address numbers are very helpful.
Mr. Janonis reminded everyone that it is required to have address numbers plainly seen and this subject is
frequently referred to in the Village newsletter.
Ms. Tortorello asked if there are any fines for homes that are not occupied for long period of times even if
the house is maintained. Mr. Janonis stated that there is no specific regulation that initiates any penalties
for vacant homes as long as the grass is cut and the home does not fall into disrepair.
Ms. Tortorello also asked if there was a rule or regulation for bushes on side lots that obstruct view. Mr.
Janonis stated that there isn't any specific rule, but can be dealt with if the situation creates a safety
concern.
Ron Sieniawski stated that his home was recently burglarized and several neighbors' cars have
been either vandalized or stolen. He has been in touch with our police department and they have
done an excellent job being visible in the neighborhood. He noticed some recent activity and was
told by Mr. Janonis and several Board members to stay in contact with our police department and
to report his findings. Mr. Janonis will speak with the Chief Eddington to discuss in more detail.
David Schein distributed his annual giving of four o'clock flower seeds. He also explained that
the Youth Commission recently met to discuss bicycle helmet safety. He stated that the
commission is not recommending an ordinance to require helmets, rather an incentive driven
reward program. Mr. Janonis recommended that the Youth Commission make their
recommendation to the Village Board soon so that the information can be disseminated to the
community before the end of the school year.
Mr. Schein informed that Board that he has not finished work on the cat ordinance investigation,
but he will get that done and provide the information to Dave Strahl when completed.
The meeting was adjourned at 10:35 am.
