HomeMy WebLinkAboutRes 04-20 02/04/2020 Adopting complete street policy for VOMPRESOLUTION NO. 4-20 A RESOLUTION ADOPTING THE COMPLETE STREETS POLICY FOR THE VILLAGE OF MOUNT PROSPECT WHEREAS, transportation, quality of life, and economic development are all connected through well-planned, well-designed, and context -sensitive transportation solutions; and WHEREAS, a Complete Street is defined as one that provides safe and convenient access for all users of the road, including pedestrians, bicyclists, transit users, freight, emergency services, citizen services (snow plows and garbage trucks) as well as passenger vehicles; and WHEREAS, the Village of Mount Prospect desires to create a comprehensive, integrated and connected transportation network where every user can travel safely and where a variety of transportation options are available to everyone through a network of Complete Streets; and WHEREAS, the Village of Mount Prospect views all transportation improvements as opportunities to calm traffic and improve safety, access, and mobility for users of the public way and recognizes bicycle, pedestrian, and transit modes as integral elements of the transportation system; and WHEREAS, hundreds of jurisdictions in the United States have adopted Complete Streets policies, including the State of Illinois, the Counties of Cook and Du Page, the Cities of Arlington Heights, Des Plaines and Hoffman Estates; and WHEREAS, the Village strives to provide transportation options to maximize the independence and mobility of all ages of its population. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS: SECTION ONE: The Board of Trustees of the Village of Mount Prospect do hereby adopt the Complete Streets Policy for the Village of Mount Prospect. SECTION TWO: That this Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law. Agoranos Village Clerk Village of Mount Prospect Co"lete Streets Polio Effective Date: February 4, 2020 Section 1: Vision / Intent Streets traditionally have been designed to serve motorized vehicles. The Village of Mount Prospect desires to create a comprehensive, integrated, and connected transportation network where every user can travel safely and where a variety of transportation options are available to everyone through a network of Complete Streets. Mount Prospect has recently implemented relevant elements from the Village Bicycle Plan, Neighborhood Traffic Calming Program, and Central Road Corridor Study. Some of this work includes eliminating sidewalk gaps, constructing new sidewalks, installing shared -use bike paths, creating attractive streetscapes, planting parkway trees, installing or upgrading pedestrian crossing signals, improving street crossings along major corridors, and preparing for planned regional mass transit improvements such as the Regional Transportation Authority's (RTA) Pulse bus network. The Village expects that this Complete Streets Policy will continue and expand these efforts. Furthermore, it is anticipated that these types of improvements will help build walkable neighborhoods, create a sense of community pride, improve accessibility for all users, place a greater emphasis on inclusiveness, and enhance quality of life by providing healthy, sustainable, transportation options. Section 2: All Users and Modes Complete Streets are planned, designed, constructed, operated and maintained to support safe accommodations for all users, including pedestrians, bicyclists, private motorists, commercial vehicle drivers, emergency responders and transit riders of all ages and abilities. The Village is committed to advancing underserved areas through implementation of a complete streets framework that includes and prioritizes projects benefiting the community's most vulnerable users. Section 3: All Projects and Phases The Village of Mount Prospect will view all transportation improvements, including any construction, reconstruction or retrofit of streets or other portions of the transportation network, including pavement resurfacing, pavement markings, and traffic signal operations as an opportunity to create safer, more accessible streets for all users, if the safety and convenience of users can be improved within the scope of the work. Page 114 Section 4: Exceptions Village Staff shall apply this Complete Streets Policy in all instances when feasible. It is understood that there may be circumstances in which it may not be practical or feasible to apply this policy. Such circumstances include the following: a. Non -motorized users are prohibited on the roadway. b. There is documentation that there is an absence of current and future need. c. The cost of accommodations for a particular mode is excessively disproportionate to the need and potential benefit of a project. d. The project involves ordinary maintenance activities intended to keep the roadway in serviceable condition. Section 5: Network The Village of Mount Prospect will strive to create a well-connected transportation network that provides safe and convenient transitions from one mode of transportation to another, from one jurisdiction to another, and from one type of infrastructure to another for all users of all abilities. Section 6: Jurisdiction The Village of Mount Prospect will coordinate implementation of this policy with agencies that have jurisdiction of roadways within the Village including the Illinois Department of Transportation and the Cook County Department of Transportation and Highways. The Village will also review all private development plans to ensure compliance with this policy. The Village will foster partnerships with the Federal government, adjacent communities, regional planning agencies (such as PACE, RTA, and the Chicago Metropolitan Agency for Planning (CMAP), school districts and park districts to enhance local connectivity. Section 7: Design The Village will utilize the standards, requirements and recommendations in the following resource documents, as well as its own guidelines, in order to provide a certain measure of flexibility in design: a. American Association of State Highway and Transportation Officials (AASHTO). L Guide for the Planning, Design and Operation of Pedestrian Facilities. . Guide for the Development of Bicycle Facilities. b. National Association of City Transportation Officials — Urban Bikeway Design Guide. c. Illinois Department of Transportation (IDOT). 'l. Bureau of Design and Environment Manual. . Bureau of Local Roads Manual. d. The Access Board — Pedestrian Rights -of -Way Accessibility Guidelines (PROWAG). e. The Village shall also reference applicable local land use regulatory documents, such as: a. Northwest Municipal Conference Regional Bicycle Plan. b. Village of Mount Prospect Zoning Code and Subdivision Regulations. c. Village of Mount Prospect Comprehensive Plan — Latest Edition. d. Village of Mount Prospect Bike Plan — Latest Edition. e. Village of Mount Prospect Corridor Plans — Latest Edition. Section 8: Context Sensitivity The implementation of this policy shall reflect the context and character of the surrounding built and natural environments, and enhance the appearance of such. It is intended to create a connected network of facilities accommodating each mode of travel that is consistent with and supportive of the local community, recognizing that all streets are different and that the needs of various users will need to be balanced in a flexible manner. The ultimate goal is to create a visually attractive and functional environment. Section 9: Performance Measures Village Staff will measure the success of this Complete Streets Policy using the following performance measures: a. Total miles of on -street bicycle routes defined by streets with clearly marked or signed bicycle accommodations. b. Number of new bicycle parking spaces. c. Linear feet of new or reconstructed sidewalks. d. Number of new or reconstructed curb ramps. e. Number of new, improved, or repainted crosswalks. f. Number of new parkway trees planted along public streets. g. Number of new or rehabilitated transit stops accessible via sidewalks and curb ramps. h. American with Disabilities Act (ADA) complaint upgrades. A summary of these measures will be presented annually to the Transportation Safety Commission. Section 10: Implementation The Village of Mount Prospect views Complete Streets as integral to everyday transportation decision making practices and processes. To this end: a. The Department of Public Works and the Department of Community Development shall incorporate Complete Streets principles into the Strategic Plan, Comprehensive Plan, Village Bicycle Plan, and other manuals, checklists, decision trees, rules, regulations, and programs as appropriate. b. The Department of Public Works and the Department of Community Development shall review current design standards, including subdivision regulations that apply to Page 314 new roadway construction, to ensure that they reflect the best available design guidelines, and effectively implement Complete Streets. c. When available, the Village shall encourage staff professional development and training on non -motorized transportation issues through attending conferences, classes, seminars, and workshops. d. Village staff shall identify all current and potential future sources of funding for street improvements and consider improvements to support Complete Streets projects. e. The Village shall promote project coordination among Village departments and agencies with an interest in the activities that occur within the public right-of-way in order to better use fiscal resources.
