A RESOLUTION IN OPPOSITION TO THE CITIZENS UTILITIES
CCMP ANY RATE INCREASE REQUEST

RESOLUTION NO.
43-80
WHEREAS, on July 2,1980, Citizens utilities Company of
Illinois filed with the Illinois Commerce Commission, in
Docket No. 80-0468, a petition for a further increase in
its water and sewer rates; and
WHEREAS, only five months earlier, in April, 1980, the Illinois
Commerce Commission granted Citizens utilities Company of
Illinois an increase of approximately 27~% in water and sewer
rates; and '.
WHEREAS, in Docket No. 80-0468 Citizens Utilities Company of
Illinois is requesting a further increase of approximately
30% in its water and sewer rates; and
WHEREAS, the increase requested in Docket No. 80-0468 is sub-
stantially greater than the rate of inflation during the
period since the last authorized rate increase; and
WHEREAS, the proposed rate increase being sought by Citizens
Utilities Company of Illinois in Docket No. 80-0468, if granted,
would increase the water and sewer rates charged by that utility
to among the highest in the State of Illinois; and
WHEREAS, Citizens Utilities Company of Illinois is attempting
to' justify and support its need for increased rev~nues by
including in its rate base a utility plant which has already'
been paid for by its customers 'and by improperly including in
depreciation expense depreciation on plant paid for by its
customers and by including excessive amounts for salaries,
wages, rate case expenses and other expenses in its operating
expenses; and

WHEREAS, the President and Board of Trustees of the Village of
Mount Prospect are of the opinion that the proposed rate increas
is not justified and would be detrimental to the best interests
of the citizens of the Village of Mount Prospect who are served
by Citizens Utilities Company of Illinois and for that reason
desire to register their opposition to the proposed rate increas ,
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS
AS FOLLOWS:
SECTION ONE: For the reasons set out above in this resolution
the President and Board of Trustees of the Village of Mount
Prospect oppose the increase in water and sewer rates sought
by Citizens utilities Company of Illinois in Illinois ~ommerce
Commission Docket No. 80-0468 and urge that the Commission
deny the requested rate increase.

SECTION TWO: The Village Pre~dent and the Village Manager
be and they are hereby authorized and directed to file a'
certified copy of this resolution with the Secretary of the
Illinois Commerce Commission and to appear at the next hearing
before the Commission in Docket No. 80-0468 and request that
a certified copy of this resolution be made a part of the pro-
ceedings in that docket.
SECTION THREE: This resolution shall be in full force and
effect ~rom a~dafter its passage and approval in the manner
provided by law.
