On Tuesday, October 1, 2019 the Village Manager and Executive Assistant met with Ms. Robin O'Grady regarding her request for the
issuance of a new Class"F-2"liquor license. The Class"F-2" License provides for the consumption of beer and wine only at dining
tables.
Ms. O'Grady purchased Heffy Hot Dogs in June 2018. At which time the previous owner did not hold a liquor license. Since then, she
states that her customers have requested the ability to purchase beer and/or wine with a meal and she would welcome the opportunity
to offer these on her menu.
Ms. O'Grady has had several business ownership ventures in the past, however; this will be her first experience with alcoholic sales.
She plans to act as the full-time manager of the restaurant and has successfully completed a certified Liquor Servers class and holds a
certified Food Service Manager's certificate.
Heffy Hot Dogs is a fast-food style restaurant with seating at 15 tables. The menu includes American dogs, burgers and sandwiches.
Hours of operation are Monday through Friday 10:30 a.m.-8:30 p.m., Saturday until 11:00 p.m. and closed on Sunday.
Ms. O'Grady was given a copy of the Village's Liquor Code and understands her responsibility as owner to obligations in this regard.
The requirements of the Village's Fight Ordinance and the need for all employees involved in the delivery of alcohol to complete a
certified liquor servers training course was also discussed.
Alternatives
1. Motion to approve the Ordinance.
2. Action at discretion of Village Board
Staff Recommendation
A completed application is on file along with payment of necessary fees. The applicant has submitted to fingerprinting and background
checks. Should the Village Board favorably consider this request, the adoption of an Ordinance creating a new Class "F-2" Liquor
License would be in order.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code
of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses
authorized. Said list is hereby amended increasing the number of Class "F-2" Liquor Licenses by One
(1) KENDEL KENNEDY INC. D/B/A HEFFY HOT DOGS located at 1520 N. Elmhurst Road Said list is
as follows:
