a private fiber network for an amount not to exceed $200,619.16.

Information
The Village is currently constructing new public safety headquarters buildings for Police and Fire. These buildings will
need to be connected to the Village's existing network infrastructure. The best way to accomplish this is to connect
the new buildings to Village Hall with underground fiber optic cable. After completion of the project, the Village would
own this fiber infrastructure instead of leasing from a carrier such as AT&T or Comcast. Underground fiber owned by
the Village is also the most secure way of transmitting data between our buildings since it only touches Village owned
IT hardware.
As part of our due diligence, staff also obtained pricing to lease fiber from a major carrier. To connect Village Hall,
Police HQ and Fire HQ, the annual costs are between $30,000 and $40,000 depending on bandwidth.
By choosing to invest in our own fiber infrastructure, the Village's return on investment would be between four and
half (4.5) and six (6) years. This fiber infrastructure will last for decades and provides fast, reliable, and secure
connections between our buildings.
RFP Results
A copy of the Request for Proposal (RFP) is included as an attachment.
The RFP was sent out to four (4) companies that perform fiber design and construction services. Two (2) responses
were received by the Village. The other two (2) companies informed staff that they could either not meet workload
expectations or believed their pricing would be too high for Village consideration.

The proposal from MX Utility Construction was in line with staff expectations. The proposal includes all labor and
material necessary to complete the project.
This includes:
Underground 2" directional boring at a depth of 36 inches
Pulling 12,000 feet of fiber
Handholes every 1,000 feet or at 90 degree corners
Interior building work including fiber panels
Restoration from the installation
MX Utility Construction has performed identical projects in other towns including the Village of Palatine. Reference
checks were all favorable.
Budget Impact
The Village budgeted $250,000 in the 2019 CIP for this private fiber project. Staff recommends adding a 10%
contingency to the total for any unforeseen issues.
Alternatives
1. Approval to award a contract to MX Utility Construction of Saint Charles, Illinois to design and construct a private
fiber network as submitted.
2. Action at discretion of Village Board.
